Palm Coast—The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The Fire Department will present an ordinance for adoption amending Chapter 2 Article VI Retirement Division 2 for Volunteer Firefight Retirement System and Trust Fund. The City of Palm Coast Volunteer Firefighters are presently provided a pension and certain other benefits under Ordinances of the City of Palm Coast.

The proposed Ordinance amends Chapter 2, Administration, Article VI, Retirement Division 2, Volunteer Firefighter Retirement System and Trust Fund to include a Firefighters’ Retirement System for the City of Palm Coast Firefighters’ and Volunteer Firefighters. The Palm Coast Professional Firefighters Local 4807 have considered and approved the proposed amendments to the plan and have recommended these amendments to the City Council for adoption.

The Community Development Department will present an ordinance implementing the Live Local Act, which preempts the City from regulating the use, density, height, or floor area ratio of an affordable housing development until October 1, 2033, in commercial and mixed-use zoning districts. After presentations and meetings on October 15 and 16, the City Council unanimously approved the ordinance with amendments, including a 35% minimum non-residential component and exempting school bus stops from the definition of Transit Stop. The current draft also accommodates a 33% non-residential component for vertically mixed projects and grandfather applications submitted before the ordinance’s adoption.

The City Administration will present an ordinance creating an Art in Public Places Program for city beautification. On October 15th City Staff presented 1st reading for percentage-of-arts to City Council. With approval from City Council City Staff will be presenting the 2nd reading of the ordinance outlining updates, changes, and information requested by City Council.

Resolutions

The following resolutions will be presented:

The Residential Drainage Citizens Advisory Committee will present a resolution approving the donation of surplus dirt and provide City Council an update/report of the Committee’s work to date.

The Financial Services Department will present an updated debt policy resolution. On October 15, 2024, staff reviewed proposed revisions with the City Council, incorporating their feedback. Originally adopted as Resolution 2013-111, this policy provides guidelines for debt issuance and management to ensure credit quality and long-term financial stability.

The Parks and Recreation Department will present a resolution approving renaming the Palm Coast Community Center to the Jon Netts Community Center.

The City Administration will present a resolution approving the donation of surplus equipment to the City of Bunnell. On August 28, 2024, the City of Palm Coast received a request from the City of Bunnell for several pieces of equipment they need to improve their operational efficiency.

The Financial Services Department will present a resolution to approve a Master Services Agreement with multiple firms for disaster-related financial recovery consulting. In line with the City’s Purchasing Policy, staff solicited proposals to secure emergency management consultants capable of tracking disaster expenses, documenting appropriately, and developing recovery strategies.

The Utility Department will present a resolution approving a Master Service Price agreement with Integrity Municipal Systems, LLC for the purchaser of a Lime Slacking System. The current 14-year-old machine, critical to water softening, needs replacement to ensure consistent, high-quality drinking water. Staff recommends Integrity Municipal Systems after a competitive bid process, with funding allocated in the FY 2025 Budget, including a 5% contingency.

The Utility Department will present a resolution approving a work order with Connect Consulting, Inc., for the evaluation, rehabilitation, and repair of wells SW-31, SW-35, and SW-106. Due to reduced capacity, these wells require cleaning to remove calcium buildup. The project, capped at $348,600, is funded in the FY 2025 Utility Capital Projects budget.

The Community Development Department will present a resolution approving a piggyback contract with the City of Clermont, Florida and Willdan Engineering, Inc., for building plan review and inspection services. This contract ensures redundancy and helps maintain a five-day review for residential permits and a ten-day review for commercial permits.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
