BUNNELL, FL – Flagler County Sheriff’s Office (FCSO) deputies made 13 arrests last weekend between 6 a.m. on Friday, October 20, 2023, and 6 a.m. on Monday, October 23, 2023. Over the weekend, deputies handled 851 calls for service and made 196 traffic stops. 3 arrests were made for DUI.

“It was a busy Biketoberfest weekend in Flagler County,” said Sheriff Rick Staly. “Luckily, our deputies proactive patrols within the county helped to prevent any fatal crashes and helped us catch several criminals!”

Intoxicated Male Arrested for Disorderly Conduct

On Sunday night, FCSO deputies responded to Wedgewood Lane in Palm Coast after FCSO Communications received a report of a male acting belligerent and arguing with a female in the roadway. Upon arrival, the male, who was later identified as 40-year-old Shawn Madden, acted in an aggressive manner screaming and threatening to fight deputies.

As deputies attempted to deescalate the situation and calm Madden, he pulled his pants down exposing his genitals to deputies and other bystanders in the area. Deputies were able to safely take Madden into custody shortly later.

Madden was arrested for Disorderly Intoxication – Alcohol, Exposure of Sexual Organs, Assault on an Officer, and Resisting an Officer Without Violence. He was transported to the Sheriff Perry Hall Inmate Detention Facility and later released after posting $2,000 bond.

“Being belligerent and aggressive toward deputies is just one way to land yourself in the Green Roof Inn,” said Sheriff Rick Staly. “Thankfully, our deputies were able to safely take him into custody.”

Sex Offender Arrested for Violating Terms of his Sex Offender Probation

On Friday, detectives from the FCSO Problem Area Crime Enforcement (PACE) Unit located and arrested 23-year-old Justin Wallace for Violation of Probation – Felony. Wallace had an active warrant for his arrest after violating several terms of his sex offender probation which began on May 30, 2023, and ends in 2035. He is on probation for Lewd and Lascivious Battery on a Victim between 12-16 YOA which was investigated by FCSO in 2021.

Wallace is one of the 22 sex offenders and probationers who are planned to be visited by FCSO’s Sex Offender Unit and FDOC Probation and Parole Services on Halloween night to ensure they are within the terms of their sex offender probation.

The 22 sex offenders and probationers are prohibited from handing out candy, cannot put up Halloween decorations and cannot leave their porch lights on. They also must be home by 4:30 p.m. on Halloween day and stay there for the remainder of the night. More information on Halloween safety will be released as the holiday nears.
