Palm Coast—The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

Resolutions
The following resolutions will be presented:
  1. The City Administration will deliver a presentation approving the final 2025 local legislative priorities.
  2. The Stormwater and Engineering Department will present a resolution approving the execution of a Florida Department of Transportation (FDOT) Local Agency Program (LAP) agreement for the design of the Graham Swamp Trail Extension, connecting the Lehigh Trail to the Graham Swamp Conservation Area Trailhead. The $680,019 design cost is funded by FDOT ($615,608) and the City ($65,321) as part of the Recreation Impact Fee Fund’s 5-Year Capital Improvement Plan, budgeted for Fiscal Year 2025.
  3. The Stormwater and Engineering Department will present a resolution approving a contract with Clearwater Solutions, LLC, to expand Water Treatment Facility 1 by equipping two wells and installing a raw water main. The project connects new 2024 wells to the Facility and is funded by the FY 2025 Utility Capital Improvement Fund as part of the City’s 5-Year Capital Improvement Plan.
  4. The Stormwater and Engineering Department will present a resolution approving a grant agreement with the Department of Environmental Protection for the Palm Coast rapid infiltration basin land acquisition. This project will convert 43 acres of treated wastewater disposal fields to RIBs, increasing capacity to support growth, reduce discharge to the Matanzas River, and provide storage for peak irrigation needs. The project is included in the City’s 5-Year Utility Capital Improvement Plan.
  5. The Stormwater and Engineering Department will present a resolution approving a contract with GPS Civil Construction and a project contingency for constructing the A1A force main extension project. The project involves extending a 12-inch sewer force main along A1A from Jungle Hut Road to Mala Compra Road to serve the Hammock Community Center and support future septic-to-sewer conversions.
Consent
The following items will be presented together for consent:
  1. The Utility Department will present a resolution approving a work order with Wright-Pierce, Inc., for pilot testing services of the ovivo clearbox filters, ozone, and granular activated carbon filtration. These pilot studies aim to enhance water quality, increase plant capacity by 1.8 million gallons daily, and reduce operational labor. The project is funded as part of the FY 2025 Utility Capital Projects Improvements for WTP 1 expansion.
  2. The Utility Department will present a resolution approving a work order with Freese and Nichols, Inc., for risk and resiliency assessment. The project includes evaluating the water supply’s reliability and risks, such as groundwater contamination and saltwater intrusion, to identify vulnerabilities and develop mitigation strategies. Funding is included in the FY 2025 Utility Fund for Professional Services.
  3. The Utility Department will present a resolution approving a master service agreement with EAU Callie Electric, Inc., for generator and automatic transfer switch installation for the well sites SW-36 and SW-136. This project, part of a multi-year effort to replace outdated and unreliable Perkins engines and Amarillo RAD units, will improve emergency power reliability, reduce manual labor, and lower pollution at Water Treatment Plant 1. Funding for this project is included in the FY 2025 Utility Capital budget for WTP1 Wellfield and Wells.
  4. The Utility Department will present a resolution approving PIGGYBACKING Orange County, Florida, contract #Y24-1021B DSI innovations for supervisory control and data acquisition (SCAA) services. These services, funded in the FY 2025 budget, will be purchased as needed to ensure the reliable operation of Water Plant 3 and Wastewater Plants 1 & 2.
Discussion by City Manager of Matters Not on the Agenda
The following matters will be discussed:
  1. The Financial Services Department will deliver a report on the emergency and sole source purchases for October 2024, following Sec. 2.25 of Chapter 2, Article 1 Division 3 of the Code of Ordinances of the City of Palm Coast (Procurement Policy).
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
