City Council Business Meetings on Tuesday, January 17 at 9 a.m.
Topics include proclamations for January as Stalker Awareness Month and Human Trafficking Awareness Month, U.S. Department of Homeland Security Assistance to Firefighters Grant and Salt Water Canal Study-Phase 1
Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A City Council Business Meeting will take place on Tuesday, January 17 at 9 a.m. Details of the items on the agenda are listed below.
- City Administration will present a proclamation for January as Stalking Awareness Month to Family Life Center Victim Advocates. The Flagler County Advocate Alliance, comprised of the Flagler County Sheriff’s Office, Flagler Beach Police Department, Florida State Attorney, and Family Life Center Victim Advocates, are working together to increase public understanding of this problem and mobilize community efforts to end stalking.
- City Administration will present a proclamation for January as Human Trafficking Awareness Month to Family Life Center Victim Advocates. January is National Slavery and Human Trafficking Prevention Month observed on January 11 in municipalities across the country in order to educate the public and raise awareness about human trafficking
- The Community Development Department will present an ordinance to City Council for the Harborside Master Planned Development (MPD), application #5132. Harborside is 17.64 +/- acres and is located on the east and northeast sides of Palm Harbor Parkway at its intersection with Clubhouse Drive. This item was scheduled to be heard on November 15, 2022. However, the Applicant requested a continuance. Council continued this item. This item is now ready to be heard on first read by City Council. Both the Planning and Land Development Regulation Board and Planning Staff recommend denial to City Council to rezone as the proposed development is not in compliance with the following provisions: comprehensive plan goal 1.1 and policies 1.1.1.2 and 1.1.2.2. as well as land development code sections 3.03.04, 03.03.04B.2, and 3.03.03D.
- The Community Development Department will present a resolution to approve the final plat for Sawmill Branch at Palm Coast Park Phase 2A (AR #5105). Sawmill Branch at Palm Coast Park Phase 2A is located west of the US 1 and Matanzas Woods Parkway roundabout. The Future Land Use is DRI Mixed-Use, and the Official Zoning is MPD (Palm Coast Park MPD). The application submitted by Forestar (USA) Real Estate Group, Inc., proposes to plat and subdivide approximately 187.061 acres of land into 243 single family residential lots and 21 tracts.
- The Financial Services Department will present a resolution to approve a federally funded subaward and grant agreement with Florida Department of Emergency Management (FDEM) relating Hurricane Ian expenses. The City Council is being requested to approve the terms and conditions of the federally funded subgrant agreement with the FDEM and authorize the Mayor to execute the agreement and any subsequent amendments relating to Hurricane Ian.
- Fire Chief, Kyle Berryhill will present a resolution to approve the acceptance of the U.S. Department of Homeland Security Assistance to Firefighters grant. On December 20, 2022, the U.S. Fire Administration notified the City of Palm Coast, the City’s application qualified for funding. The grant award includes $45,453.63 from the U.S. Fire Administration and requires that the City contribute $4,545.37 in matching funds. If approved by Council, the grant money will be used for the purchase of a STAR 70 DELUXE Mobile Breathing Air Trailer.
- The Stormwater and Engineering Department will present a resolution to approve a contract with Taylor Engineering for the Salt Water Canal Study Phase 1. Taylor Engineering, Inc., has proposed a three (3) phased approach to the project: Phase I – Initial Investigation 1. Permit and Design Review 2. Data Collection 3. Identify and Evaluate Potential Funding Sources, Phase II – Design and Permitting, and Phase III – Construction Administration. This item was heard by City Council at their January 10, 2023, Workshop. There were no changes suggested to this item.
The following items will be presented as consent items for approval:
- A resolution approving the Third Amendment to the Communications Site Lease Agreement with MetroPCS, Florida, Inc., at Ralph Carter Park.
- A resolution approving Amendments to the Federal Fiscal Year (FFY) 2017, 2018, 2019 and 2020 CDBG Annual Action Plans.
- A resolution approving the Affordable Housing Incentives Report -2023 for the State Housing Initiatives Partnership (SHIP) Program and LHAP Plan.
- A resolution approving a workorder increase for additional costs related to E-Section West drainage rehabilitation project.
- A resolution approving piggybacking the Orange County Contract with Environmental Operating Solutions Inc. for the purchase of MICROC 2000.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
