Palm Coast—The City of Palm Coast will host the two finalists for the City Manager position on Thursday, November 13, 2025, and invites residents to participate in a day of public engagement. Exact times will be announced as the date approaches.
The finalists are:

David Fraser: With more than 30 years of municipal leadership experience across several states. He currently serves as Interim County Manager in Adams County, Colorado, and has led city and state organizations managing budgets up to $1 billion. His background includes strategic planning, intergovernmental relations, and securing major grants and revenue for community projects.

Michael McGlothlin: Brings nearly 40 years of public service experience in municipal management and law enforcement. As Town Administrator for Redington Shores, Florida, and former City Administrator and Police Chief in Oregon, he’s led multimillion-dollar projects, coordinated emergency responses, and built strong community partnerships.
