Palm Coast City Council Workshop Meeting on Tuesday, January 9 at 9 a.m.

Topics include the FDOT 5-Year Work Program, Concession Lease Agreement at Southern Recreation Center, Strategic Action Plan Evaluation Update, and more.

Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

 

The agenda for the City Council Workshop Meeting on Tuesday, January 9th will be as follows:

 

Presentations

The following items will be presented:

  1. Ms. Katherine Alexander-Corbin, Program Management Administrator at FDOT District 5, will present the Florida Department of Transportation District Five-Year Work Program for Fiscal Years 2024/2025 through 2028/2029 as requested by City Management.
  2. The Parks & Recreation Department will present a resolution approving a concession lease agreement with Redefined Food Co., LLC for food and beverage concessions at the Southern Recreation Center. Terms of the agreement include five (5) years with a 1-year extension available upon mutual agreement in writing, a $10,048 annual rental starting rate, and services such as electricity, propane, phone, and internet are the sole responsibility of the tenant. Additionally, the tenant is responsible for paying for 100% of the water and sewer utilities for the leased premises only.
  3. City Administration will provide a presentation on the Strategic Action Plan Evaluation update to ensure that the fiscal year adopted priorities continue to align and reaffirm the City’s long-term vision, mission, values, and City Council priorities.
  4. The Stormwater & Engineering Department will present a resolution approving a contract with Kimley-Horn for a Residential Speed Limit posting study and Florida Park Drive Study. The studies will address two topics that are important to the City Council: Speed Limit Posting on Residential Streets and Traffic Concerns on Florida Park Drive.
  5. The Public Works Department will provide a presentation on the Strategic Action Plan Priority: An Analysis of Commercial Solid Waste Hauling. Currently, the City utilizes a Non-exclusive Franchise Agreement for Commercial Solid Waste Collection. This requires waste haulers to register as Franchisees. Each Franchise Agreement has a one-year term.
  6. The Stormwater & Engineering Department will present a resolution approving a Fire Marshal Grant Agreement, additional design services, and design phase expenses for the new Fire Station 26 and Fire Station 22 Replacement. These projects are part of the 10-year Capital Improvement Plan to address Fire Department Response Times and involve the replacement of an existing station, modifications to an existing station, and the construction of a new facility. Funds for this project have been budgeted for in the Capital Improvement and Fire Impact fee fund for FY 23 Budget.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
