Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. Increasing public engagement helps build a stronger sense of community, increases valuable discussions, and decreases division.

The Director of the Flagler Executive Airport will present to City Council on airport growth, operations, and contribution to economic development. There will also be an overview of current projects taking place at the airport.

The Parks and Recreation Department will discuss the fee structure background and future analysis. The current fee structure needs to be evaluated for the Community Garden Plot Fees, Palm Coast Aquatics Center Lane Rentals, Palm Coast Arts Foundation Amphitheater Rental, Palm Coast Community Center Cocktail Table & Tablecloth Rentals, Palm Harbor Golf Course Green Fees, and Waterfront Park Patio Rental. Reviewing the fees on a regular basis also allows for cost recovery and maintains the level of quality in the City’s programs and facilities that residents expect and deserve.

The Administration Department will provide an update on the Palm Coast Arts Foundation (PCAF) and a partial release of restrictive covenants. In 2014, the City approved a lease amendment with the PCAF to allow for construction of an event lawn and performance area on City-owned property within Town Center, which is designated, and deed-restricted for a cultural arts facility. PCAF and the City of Palm Coast were required to execute a restrictive covenant to ensure that the property continues to be used for cultural arts for at least 10 years consistent with the grant program’s goals. The covenant concludes in 2026.

The Community Development Department will discuss the Community Development Block Grant (CDBG) and the need to exceed the designated funds to complete the rehabilitation of a single-family home for an eligible applicant to the City’s housing rehabilitation program. City staff in partnership with the Administrators of the Flagler County State Housing Initiative Partnership (SHIP) program have agreed to commit funds to assist the homeowner to complete the rehabilitation work. The City-County have an Interlocal Agreement for the Joint Local Housing Assistance Program (LHAP) that among other things allows the City to coordinate with the County to implement Affordable/Workforce Housing programs by mutual consent.

The Code Enforcement Division will discuss door-to-door solicitation licenses. Updating the City’s licensing process for door-to-door solicitation to make it consistent with the county permitting requirements as outlined in Section 501.022, Florida Statutes, will aid in establishing an efficient and uniform process of issuing solicitation licenses within the City. There has been a recent increase in unlicensed solicitors in the City, so amending the Ordinance at this time will provide additional safety measures for residents.

The Stormwater & Engineering Department will discuss interior modifications for City Hall and a potential contract with MIE Inc. Interior modifications are proposed for three public-facing areas of City Hall. The purpose of these modifications is intended to protect City employees. The three locations that will be addressed in the scope of work are Human Resources, Building, and Administration.

Joint City Council & PLDRB Special Workshop – Beginning at 1 p.m.

The Comprehensive Planning Team, consisting of City Staff and the Consultant, JBPro, will provide a presentation to City Council and the Planning and Land Development Regulation Board (PLDRB) to kick-off the public engagement process for the update to the Comprehensive Plan. This will include discussion of expectations about the outcomes of the process.

Public Comments will be opened at the beginning and end of the meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes. Comment cards are available for contact information in order for staff to follow up with each speaker.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
