FLAGLER COUNTY, Fla. – A long-awaited vision is officially taking shape.

Abundant Life Ministries – Hope House Inc. Founder Sandra Shank announced on Saturday, July 25 that site clearing has begun for Phoenix Crossings, Flagler County’s first Permanent Supportive Housing development, marking a major milestone in bringing the transformational project to life.

“What began as a vision is now becoming a reality, and we couldn’t have reached this point without the support of our community and partners,” Shank said. “As we prepare for Flagler County’s first Permanent Supportive Housing development, we want to express our sincere appreciation to everyone who has helped move this project from concept to construction.”

The start of site preparation signals the transition from years of planning to active construction. An official groundbreaking ceremony will be held in the coming weeks, with invitations to be announced soon.

Shank recognized the contractors whose work has prepared the property for the next phase.

“We would also like to recognize Rogers Land Clearing and Park & Eleazar, General Contractor, for the outstanding work completed during the initial site preparation,” she said. “Your professionalism and dedication have laid the foundation for what is to come.”

Phoenix Crossings is designed to provide permanent supportive housing for low-income families, youth aging out of foster care, adults age 55 and older, and individuals living with disabling conditions. The multifamily development will offer residents not only affordable homes but also supportive services designed to promote long-term stability and independence.

As affordable housing continues to become one of Florida’s most pressing challenges, Phoenix Crossings represents a significant investment in Flagler County’s future. The development is intended to help address the growing shortage of affordable housing while providing safe, stable homes for residents who need them most.
