Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Workshop Meeting on Tuesday, July 9, at 9 a.m. will be as follows:

Presentations

The following presentations will be presented:

  1. The Financial Services Department will present the proposed Fiscal Year 2025 General Fund, Information Technology Operations, and Facilities Budgets, and an overview of the Truth in Millage (TRIM) rate options. At the March 26 and May 28 Workshops, staff presented to City Council departmental overviews. On June 11, 2024, City Council was presented with an overview of the process for adopting the Property Tax and TRIM rate in preparation to adopt the Fiscal Year 2025 TRIM rate in September. City Council also approved and adopted the Strategic Action Plan (SAP) for Fiscal Year 2024-2025.
  2. The Financial Services Department will present a resolution approving the proposed maximum millage rate and setting the first tentative budget hearing date, time, and location for the fiscal year 2025 budget. As discussed in the first agenda item, the staff is proposing a maximum millage rate of 4.2570 mills, and the first budget hearing is to be held at 5:15 p.m. on Thursday, September 5, 2024, at the Palm Coast City Hall Community Wing, located at 160 Lake Ave, Palm Coast.
  3. The Community Development Department will present a resolution approving the Nuisance Abatement Initial Assessment. Each year the preliminary and final assessment roll needs to be adopted by City Council prior to September 15. This Resolution is intended to adopt a preliminary assessment roll. The final roll will be prepared and brought back to City Council at their August 13, 2024, Workshop and the September 3, 2024, Business Meeting for approval.
  4. The City Attorney will present a presentation on social media use for elected officials. This will include an overview of a Supreme Court decision on March 15, 2024 which establishes the test for when local government officials are considered “State Actors” for the purpose of the First Amendment when posting on social media.

The following agenda item will be presented on Tuesday, July 9, at 1 p.m.:

  1. The Community Development Department will hold the second of three planned workshops to review the Goals, Objectives, and Policies (GOPs) for the update of the Comprehensive Plan to the planning horizon of 2050. These include the chapters for Public Recreation and Open Space, Conservation and Coastal Management, Infrastructure, and Housing. Review this news release for more details.

 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
