Prescribed Fire Program Supervisor assigned to Northern California’s “Monument Fire”

August 12, 2021 – Flagler County Prescribed Fire Program Supervisor Michael Orlando has been assigned to the Monument Fire in Northern California’s Shasta-Trinity National Forest, well north of Sacramento.

Resiliency and Resource Stewardship Manager Tim Telfer – Orlando’s supervisor – on Wednesday morning said, “He’s already been reassigned to the Monument Fire for a two-week assignment. He will be on the night shift … securing and defending structures and reinforcing indirect lines.”

The Monument Fire incident webpage said night crews were taking advantage of favorable conditions for a “firing operation.”

“What that means is that they will back-burn between the fire line and the fire itself to clean the fuel from the gap,” Telfer said.  “An indirect line is established a safe distance away from the fire itself. Crews will then burn from that fire line to consume the fuel between the two areas. Back burns are often set at night when temperatures drop, humidity increases, and other weather parameters work in firefighters’ favor.”

Orlando in a message to Telfer said the work is challenging.

“Night shift on this fire is a whole nother [stet] animal,” he said.

Before he left, Orlando said it is an honor to deploy to help firefighters elsewhere in the country protect their residents affected by current wildfires. The experience is valuable, too.

“Being exposed to western fires allows me to better assist back home in the event that we experience fires of that magnitude,” said Orlando, who is tasked with managing prescribed fire operations and wildfire mitigation in Flagler County to protect assets such as Princess Place Preserve. “As the fire environment is changing for many reasons, we are going to need to change the way we look at fires in Florida. Through training and experience we will be able to better prepare and prevent those types of fires.”

Highlighted activity provided by the U.S. Forest Service indicates the fire is 62,490 acres, and is only 3% contained. As of Monday, nearly 700 people had been assigned to the fire – seven hand crews, 68 engines, five helicopters, 11 dozers, two water tenders, and five masticators. Damage assessment crews have confirmed 31 structures have been destroyed, and another damaged.

Lightner Museum Exhibit Extended to September 20th

The Lightner Museum’s exhibit, St. Augustine in a New Light has recently been extended through September 20, 2021.
Explore the work of American Impressionist painters who wintered in St. Augustine at the dawn of the 20th century.
In the hands of American artists, Impressionism was subject to a variety of interpretations. While some painters adopted the modern subject matter, broken brushstrokes, fleeting atmospheric effects, and bright palette of the French Impressionists, others did not fully abandon their academic training.
The advent of artist colonies fostered the growth of Impressionism as a movement and allowed artists to exchange ideas, collaborate, and experiment.

Old Kings Road Widening Project Nightly Lane Closures

Palm Coast – The Old Kings Road Widening Project will cause nightly lane closures on Sunday, August 15 and Monday, August 16 from 9:00 p.m. until 6:00 a.m.

The contractor on the project will be performing overnight paving on Old Kings Road north of Palm Coast Parkway. Drivers should use caution in this area and expect delays. There will be a detour between Harbor Center Drive and Palm Harbor Village Way on Old Kings Road northbound.

On Tuesday, August 17, drivers should expect to see a new traffic pattern on Old Kings Road north of Palm Coast Parkway. The traffic will shift from traveling in the inside lanes to traveling in the outside lanes. Drivers should drive with caution while adapting to the new traffic pattern.

Rest In Peace: Seminar Helps Put Minds At Ease

Estate planning and final arrangements are often topics put off until later in life, and it’s usually around middle age when people begin to consider their own mortality, that the discussion comes up.

Helping to spark the conversation and begin the process of pre-planning, Nina Guiglotto, a consultant with Lohman Funeral Homes co-hosted a free multi-purpose seminar last Wednesday at the Palm Coast Community Center, offering residents a chance to learn more about their options.

Partnering with Diane Vidal of Chiumento Law and Brent O’Quinn of the O’Quinn Insurance Agency, nearly two dozen attendees were able to gather information and have their questions answered by the professionals during the seminar.

It’s Never Too Early to Start

Talking with attendees one-on-one, Brent O’Quinn, who specializes in financial planning and insurance, was straightforward about the importance of being prepared.

“Insurance really is all about planning, So when you’re talking about whether it’s auto or home, you’re planning for your bad day. You’re planning for the claim, and how we can make it better before it ever happens,” he said.

“When we’re doing life insurance, we’re planning for the bad day that you’re not going to be around for, but your family is,” said O’Quinn, reminding attendees that while you’re gone, your family will still be responsible for day-to-day life, while mourning your loss.

“A lot of times we get to see the bad part of when people don’t plan and there’s no money, and how do we replace the income. But when we do it right and plan properly, it’s terrible that your loved one passed away but they thought enough of you to plan. The money is not going to replace them but it does help you continue life.”

Who Speaks for You?

It’s an important question that unless you’ve filled out a living will or advanced directive, and designated someone with power of attorney or as an executor, who speaks for you in a medical situation or regarding your final arrangements can be tricky.

Discussing some of the key steps to putting the necessary elements in place, Diane Vidal said it starts with a conversation, with people you trust.

“It’s a very important decision to make and we should talk about it now, while we’re living and let them know about their duties, tell them where the original will is, talk about what their expectations are when they pass away because this personal representative that is appointed by the court, is going to have a lot of duties and responsibilities that they should live up to,” she said.

“It’s a big deal and people need to know they’ve been selected to represent an estate, and (sometimes) they have no idea until after a person passes away,” said Vidal.  “These are important discussions that need to take place prior to a person passing away to ensure the probate process runs much smoother and that the personal representative’s job isn’t going to be so difficult than having no information at all.”

Vidal says it’s a conversation to have even as early as when selecting your children’s godparents.

“It’s an important discussion to have and should be considered an honor that you’re considered that important to somebody else’s life. You need to talk about it. It’s uncomfortable but any age, the sooner the better because we never know how we’re going to pass away.”

The Final Farewell

Bringing a lighthearted approach to what is typically a somber conversation, co-host Nina Guiglotto says everyone should take time to consider what they’d like to have as their final farewell.

Whether it’s closing out your life with a Viking ceremony – yes, she has a client who’s requested it, or something as simple as a vase and memorial space after cremation, Guiglotto says letting loved ones know what your final wishes are helps ensure family members aren’t left guessing or making financially challenging decisions during a highly emotional time.

“Especially right now, we see people are just passing away, and suddenly. Many families who live in Florida have children or other relatives who live out of state. It’s essential right now to have those plans in place so that when their loved ones have to come here from out of state, they know where to go, plus all the financials are taken care of. It can be a big financial expense on family members when a sudden death occurs,” she said.

The event paired a number of related industries with the seminar as a business expo, and before visiting the booths, attendee Patti Koller shared her extensive notes from the seminar presentations.

“I learned that my Colorado will may not be applicable here. I didn’t know about the named and insured. I’m single, so I don’t know if I need someone else on my title and my insurance if something happens, they can take care of my vehicle, sell it or whatever, so I have to find that out, the same with my camper,” said Koller.

“I knew about power of attorney but I don’t have one, so as I’m getting older, I probably need to do that, and get that in place. The long-term care insurance I was told Medicare takes care of that so I would like to investigate that a little more. Other than that, it’s inspiring. It’s stuff I know I need to get done. I just moved back to Florida from Colorado, I grew up in South Florida and I’m here now, so there are things I know need to be done and this was a good push to go get stuff done,” she said.

Presenters and their team members stayed busy talking with attendees after the seminar.

“We’re trying to help people get all their ducks in a row, plan all of their end of life questions, and get everything in order,” said Guiglotto.

The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during CERT exercises, members can assist their community or workplace following an emergency event when professional responders are not immediately available to help.

Class runs from 5:30pm – 8:30pm.

Description The purpose of this Community Emergency Response Team (CERT) Train-the-Trainer (T-T-T) course is to produce competent instructors for the CERT Basic Training course.This course prepares participants to deliver FEMA’s G317 CERT Basic Training course only. -A competent CERT instructor delivers the CERT Basic Training course accurately, conveying the concepts taught in the CERT Basic Training.

 

 

Target Audience Criteria: The target audience for this course includes those who will: • Serve as the course manager for the CERT Basic Training course • Be CERT Basic Training course instructors Those currently affiliated with a local CERT program will be prioritized.  Documentation may be requested.

County Commissioners Appointed to State, National Committees

August 13, 2021 – Flagler County will be well represented at the state and national level as three County Commissioners have been selected to serve on separate policy committees of the Florida Association of Counties (FAC), and one will serve on a steering committee for the National Association of Counties (NACo).

Commission Chair Donald O’Brien will serve on the Finance, Tax and Administration Committee, and the Finance and Administration Committee, which is a Florida Association of Counties governance committee.

“These committees address issues like taxation, local revenue, state-shared revenue, and economic development,” O’Brien said. “It’s an honor to be selected serve on these committees – something I have done for a number of years.”

Policy committees generally meet twice a year: a meeting in the early fall and a wrap-up meeting at the legislative conference in mid-November.

Vice Chair Joe Mullins will serve on the Florida Association of Counties Federal Policy Committee – which looks at federal issues that may affect Florida counties – and the Agriculture and Rural Affairs Policy Committee. Additionally, he will serve on the National Association of Counties Community, Economic, and Workforce Development Steering Committee.

“The Community, Economic, and Workforce Development Steering Committee discusses matters pertaining to housing, community, and economic development,” Mullins said. “This includes the creation of affordable housing, commercial development – many topics that are very important in Flagler County right now.”

Commissioner Andy Dance was appointed to the Florida Association of Counties Water and Environmental Sustainability Policy Committee.

“I am anxious to share my 37 years of experiences as a Florida licensed landscape architect to improve water and environmental policy” Dance said. “This committee considers state and federal issues related to water and environmental policy – water quality, infrastructure, waste and pollution, resiliency, and funding. I am looking forward to policy debates on important issues that will affect the health, safety and welfare of Flagler County residents.”
