Palm Coast Man Recently Released from Prison Arrested Again
On Friday, the FCSO Problem Area Crime Enforcement (PACE) Unit arrested a Palm Coast man for habitually driving on a suspended license just two months after he was released from state prison.
At approximately 5 p.m., PACE detectives conducted a traffic stop on Royal Palms Parkway and U.S. Highway 1 in Palm Coast after observing a vehicle with an expired registration.
During the traffic stop, detectives contacted the driver, identified as Jimmie Belle III, 32, of Palm Coast, who did not possess a valid driver’s license. Upon checking Belle’s information, detectives determined he had four prior convictions for driving while license suspended and four more convictions for fleeing or attempting to elude law enforcement.

Detectives arrested Belle for driving while license suspended – habitual. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $2,500 bond.
“Apparently, he didn’t learn anything during his many stints in prison that he shouldn’t violate the law,” said Sheriff Rick Staly. “At least this habitual traffic offender did learn he should not flee from law enforcement.”
Belle has a lengthy arrest history, with 17 arrests in Flagler County dating back to 2012. He has served four sentences in prison for convictions in Flagler, St. Johns, and Clay counties on charges including grand theft of a motor vehicle, fleeing or attempt to elude law enforcement with wanton disregard for the safety of persons or property, battery on a law enforcement officer, domestic battery by strangulation, habitual traffic offender, and possession of MDMA. He was most recently released from prison in February.
Massachusetts 22-year Fugitive Arrested
On Sunday, deputies arrested a Massachusetts man on two warrants, which had been active for 22 years.
At approximately 8:30 p.m., deputies responded to a minor traffic crash on Belle Terre Parkway. While investigating the crash, deputies determined the passenger of one of the vehicles, identified as Carl Rivera, 52, of Southbridge, Massachusetts, had two active felony fugitive warrants from Miami-Dade County. The warrants were issued in 2004 for possession of a controlled substance and violation of probation and for possession of a controlled substance and possession of drug paraphernalia with intent to use.
