City Council Business Meeting on Tuesday, November 1 at 6 p.m.
Topics include Outstanding Tree Advocate Award, Sister Cities Partnership Month, and Citizens Academy Graduation.
Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A business meeting will take place beginning at 6 p.m. on Tuesday, November 1, 2022. Details of the items on the agenda are listed below.
- The Florida Urban Forestry Council will present the winner of the 2021 Outstanding Tree Advocate Award to Carol Mini, City of Palm Coast Urban Forester in the Community Development Department. The Outstanding Tree Advocate Award recognizes an individual or organization in organizing, motivating, and/or stimulating urban forestry activities, landscape beautification, tree plantings, tree maintenance, tree preservation, and/or public tree education programs within the community.
- The City of Palm Coast City Council will proclaim November as Shirley Chisholm Month. Shirley Chisholm was a humanitarian, a politician, and achieved a dynamic list of firsts. A trail along Pine Lakes Parkway will be dedicated to Shirley Chisholm’s legacy on November 30, 2022, at 10 a.m., at the Pine Lakes Golf Club sponsored by the Democratic Women’s Club of Flagler County.
- The City of Palm Coast City Council will proclaim November 14, 2022, as World Diabetes Day and the month of November 2022 as Diabetes Awareness month. AdventHealth Palm Coast will be present to receive the proclamations.
- The City of Palm Coast City Council will proclaim November as Veteran Appreciation Month. Palm Coast will be honoring the hundreds of local military veterans who’ve safeguarded our freedom through a Veterans Day ceremony and by providing a picnic lunch on November 11 in Central Park to commemorate their distinguished service to our nation.
- The City of Palm Coast will proclaim November as Sister Cities Partnership Month between Palm Coast and the USS Gerald R. Ford. The City of Palm Coast consists of the largest concentration of Veterans in the country with over 10% of the population being Veterans. sensing the solid bond that ties us to the fine men and women who serve on Navy aircraft carrier ‘cities,’ the citizens of Palm Coast wish to recognize their military sense of honor and pride as they continue to defend and support our freedom.
- The Community Development Department will present an ordinance amending the Future Land Use Map Designation for 30 acres of property from Flagler County designation of Agriculture & Timberlands and Conservation to City of Palm Coast designation of mixed-use and conservation at US-1 and Whiteview Pkwy. The PLDRB held a public hearing on October 19, 2022, to review and hear public comments on the proposed amendment. There were no public comments and the Board voted 6-1 to recommend approval.
- The Community Development Department will present an ordinance amending the zoning map designation for 30 acres of property from Flagler County designation of Agriculture to City of Palm Coast designation of high-intensity commercial and preservation at US-1 and Whiteview Pkwy. The PLDRB held a public hearing on October 19, 2022 to review and hear public comments on the proposed amendment. There were no public comments and the Board voted 7-0 to recommend approval.
- The Engineering Department will present a resolution to approve the execution of a FDOT local agency program (LAP) supplemental agreement for the construction of the Lehigh Trailhead project. This item is to approve FDOT LAP Supplemental Agreement to reduce grant funding by $343,738.00 for a total award amount of $1,240,000.00 for the construction phase of this project. This is to cover the FDOT-eligible items (trailhead) based on the contract award of $1,880,000.00. This project is in the Recreation Impact Fee Fund 5-Year Capital Improvement Plan. The project’s construction is budgeted for the Fiscal Year 2023.
The following items will be presented as consent items for approval:
- Resolution approving a Master Services Agreement with Advanced Environmental Laboratories Inc for Laboratory Analysis Services.
- The final presentation will be the graduation for the 52nd session of the Palm Coast Citizens Academy. The City of Palm Coast proudly offers Citizen’s Academy classes designed to educate residents about the operations of city government. This in-person, six-week Citizens Academy is offered twice each year – an evening option in the Spring and an afternoon option in the Fall.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
