Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Workshop Meeting on Tuesday, April 9, at 9 a.m. will be as follows:

Presentations

The following proclamations and presentations will be presented:

  1. The Financial Services Department will present the Annual Investment Report. As per the City’s investment policy, the Director of Financial Services submits the report on all invested funds annually to the City Council. The annual report shows performance on both a book value and total rate of return basis and will compare the results to the performance benchmarks. The City’s investment advisor, Scott Stitcher, from PFM Asset Management, LLC will present the annual report.
  2. The Human Resources Department will present recommendations on the next steps in the search for a permanent City Manager. At the April 2, 2024, City Council Business Meeting, City Council requested staff provide options to conduct a City Manager search. As the search for City Manager begins, it is crucial to have a strategy as a blueprint to help identify a qualified and diverse group of candidates. Staff has identified options for Council consideration and direction: 1. Go out to bid – Request for Proposals (RFP) for a search firm. 2. Piggyback a current contract with a neighboring Municipality, who is currently utilizing a National Search Firm recommended by The Florida League of Cities.
  3. The Stormwater & Engineering Department will present an update on saltwater canals. On January 17, 2023, Council approved a contract with Taylor Engineering, Inc., (RFSQSWE-22-33) for design, permitting, and engineering services to dredge approximately 26 miles of the saltwater canal system. This presentation will provide a recap and update for Council’s comments on Phase I findings, along with the next steps for Phase I and Phase II of the Saltwater Canal Study.
  4. The Department will share a presentation on amending Resolution 2009-114 by increasing the land development site permitting and inspection fees and amending Resolution 2004-44 by increasing the rental registration fees. Since Council requested staff to review the planning fee schedule, staff studied the fees of the surrounding area and reviewed costs, and determined the increased fees more accurately reflect City costs and inflation. Staff proposes to keep with fees charged by similar local governments by increasing the rates by the CPI index since 2009 of 43.4%. Although this is a high percentage value, this is a modest increase in dollar value. Staff is also recommending several new fees for Council’s consideration to keep with fees charged by similar local governments as shown in the agenda item.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
