Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The Financial Services Department will give a presentation on the launch of the Financial Transparency Dashboard. This dashboard provides a comprehensive view of the City’s financial landscape, enabling users to explore revenue streams, expenditures, and budget allocations. Historical data from fiscal year 2021 to the present is readily available and updated weekly, ensuring the public has access to the most current information.
City Administration will give a presentation on the evaluation of Legal Services Proposals. At the February 20, 2024, Workshop Meeting, the City Council heard the four presentations and conducted a question-and-answer session with each firm. The City Council will begin evaluating the proposals to rank and select a firm.
Ordinances Second Read

The following ordinances will be presented:

City Administration will present an ordinance for the Utility Rate Amendment. Stantec Consulting Services Inc. in Florida was enlisted to conduct a Water and Wastewater Revenue Sufficiency and Capital Facilities Fees Study. This item was first discussed at the February 20, 2024, Business Meeting and has since been revised per council direction to adjust only the Capital Facility Fee, with no changes to residential rates.
Resolutions

The following resolutions will be presented together for consent:

The Community Development Department will present a resolution approving the Supplemental Agreement for Seminole Woods Investments, LLC Annexation. This is a legislative item. Seminole Woods Investments, LLC (SWI) submitted a supplemental agreement related to the Pre-Annexation Agreement for efficient development of the SWI Property, BJ’s Wholesale Club, Inc. Per Section 2(b) of the Pre-Annexation Agreement, annexation is set 60 days after Flagler County issues a certificate of occupancy for Phase 1 of the Project, which includes only BJ’s Wholesale Club. Phase 2, the development of SWI Property, follows. SWI has secured contracts for 4 out of 5 parcels to be developed and is progressing faster than expected through the County’s permitting process. SWI requests to set the annexation effective date for Phase 2 out parcels later, 60 days after the last certificate of occupancy or by December 31, 2025.
The Parks & Recreation Department will present a resolution approving the amended Parks & Recreation Fee Structure related to the Palm Harbor Golf Club. City Council received a presentation on comparable fees and recommended adjustments at their February 20, 2024, Workshop Meeting. Council also directed staff to provide data on cost recovery metrics for the Palm Harbor Golf Course’s rate adjustment. This updated information has been included in the presentation since the last Workshop Meeting.
Consent

The following resolutions will be presented together for consent:

Resolution to approve a change order with STANTEC Consulting Services for additional cost.
Resolution to approve creating a registration fee for floating vessel platforms.
Resolution to approve a piggyback contract with Hernando County, Florida, and Asphalt Paving Systems, Inc., and expenses related to Global Treatment Services.
Resolution to approve a Grant Agreement with the Department of Environmental Protection, a contract with S.E. Cline Construction, Inc., approval of construction engineering inspection services, and a project contingency for the P-1 Weir replacement.
Resolution to approve an additional work order with Gabriel, ROEDER, Smith & Company for Actuarial Services in an amount not to exceed $40,000.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
