Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Workshop Meeting on Tuesday, February 13th will be as follows:

Presentations

The following items will be presented:

  1. The City Administration Department will review a comprehensive presentation on the feasibility study for a proposed sports complex that was presented on December 12, 2023. Per City Council direction at that workshop, staff will present on the Sports Complex Assessment conducted by Synergy Sports. Synergy Sports Global is a full-service sports facility development and management company. The presentation will include a revised site plan, funding options, potential economic impacts, and next steps.
  2. The Stormwater & Engineering Department will provide information related to recent infill lot complaints to showcase historical, current, and future information on the issues of flooding in Palm Coast. This included a 3-pronged approach: infill lot fact gathering, technical manual modifications, and funding sources. In addition, staff was asked to provide recommendations on creating a Citizens Committee for residential flooding issues, which will be discussed.
  3. The Stormwater & Engineering Department will present a resolution to piggyback on a contract with Hernando County, Florida, for Asphalt Paving Systems, Inc. and expenses related to global treatment systems. City staff and Transmap have put together a 5-Year Pavement Management Plan based on direction from City Council only to utilize current funding sources. Staff is recommending piggybacking through May 9, 2026, for global treatment services.
  4. The Utility Department will present an ordinance revising the rates of the City’s Utility Systems. The city enlisted the services of Stantec Consulting Services Inc., in Florida to conduct a Water and Wastewater Revenue Sufficiency and Capital Facilities Fees Study. The consultant will recommend adjustments to various rates, including monthly base charges and per-gallon charges, as well as adjustments to water and sewer capacity fees that are assessed for new construction. A public hearing is scheduled for February 20, 2024 at 9 a.m.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
