Bunnell, Florida – Shelly Edmonson currently serves as Operations Manager in the Flagler County Tax Collector’s Office.  Edmonson has worked in Flagler County government for over 15 years.

As Operations Manager, she assisted in the Tax Collection and Cashiering software conversion and expanded services to citizens such as toll clearance, concealed weapon permits, and Florida Highway Safety and Motor Vehicles express services. Edmonson was one of the project managers for the new Palm Coast Branch Office serving approximately 100,000 citizens, overseeing its construction, grand opening, and daily operations.  Edmonson has aided in many technological and innovative advances, including the implementation of a customer queuing system, a new updated website, helped secure a cybersecurity grant, as well as several other pivotal projects.

Edmonson and her team manage the Specialty Tax Department which includes Mobile Homes, Records Management, Inventory, Tangible Personal Property Tax, and the Collection, Audits, and Enforcement of the Tourist Development Tax.  She helped organize the Flagler County Local Government Leadership Academy (FCLGLA) in partnership with Daytona State College. Edmonson was awarded the 2023 Distinguished Service Award from the Florida Tourist Development Tax Association.

Shelly Edmonson comes from a family of public servants.  Her grandfather, Zip Edmonson, was the

Flagler County Sheriff from 1965-1980.  Both of her grandfathers served in WWII.  Her father, Flynn Edmonson, was the Chief Investigator for the State Attorney Office, 7th Judicial Circuit for 25 years.  Her mother, Rabeth Nescio, has been working in Flagler County local government for over 40 years. Edmonson graduated from Flagler Palm Coast High School, Daytona Beach Community College, and the University of Central Florida with her bachelor’s degree.

Edmonson is a Florida State Certified Licensed Contractor and was a small business owner for 18 years in Flagler County.  She worked at the Flagler County Clerk of Circuit Court Office for 8 years and has worked in the Flagler County Tax Collector’s Office for 7 years.    Edmonson lives in Palm Coast and is a registered Republican.

Edmonson is an active member of the Florida Tax Collector’s Association, the Florida Association of

Business Tax Officials, the Florida Tourist Development Tax Association, and the Florida Records Management Association. Edmonson is also an active member of the Flagler Tiger Bay Club and serves on its Board of Directors.
