City Council Workshop Meetings on Tuesday, December 12 at 9 a.m.

Topics include AHAC Annual Affordable Housing 2023 Report of Recommendations, CDBG Consolidated Annual Performance and Evaluation Report, Sports Complex Feasibility Study, Infill Lot Drainage Presentation, and more.

 

Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. Increasing public engagement helps build a stronger sense of community, increases valuable discussions, and decreases division.

 

The agenda for the City Council Business Meeting on Tuesday, December 12, will be as follows:

 

Presentations

The following presentations will be provided:

  1. The Community Development Department will present a resolution approving the Annual Affordable Housing 2023 Report of Recommendations from the Affordable Housing Advisory Committee (AHAC). The formation of the Affordable Housing Advisory Committee is a statutory requirement for local governments receiving State Housing Initiatives Partnership (SHIP) funding, which is a revenue-share program distributed to all 67 counties and CDBG-enabled cities in the state of Florida.
  2. The Community Development Department will present resolution to discuss the approval of the CDBG Consolidated Annual Performance and Evaluation Report for the program year of October 1, 2022, to September 20, 2023. In accordance with the regulations for the Community Development Block Grant (CDBG) program, participants are required to complete an annual performance report called the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER describes the activities and accomplishments during the recently completed program year (October 1, 2022 to September 30, 2023), using CDBG funds.
  3. The Administration Department will provide a presentation on the Sports Complex Feasibility Study. The study aims to assess the viability of such a facility, considering factors such as economic impact, community engagement, and potential benefits for residents and visitors alike.
  4. The Stormwater & Engineering Department will provide a presentation on Matanzas Woods Parkway Legislative Priority Update. The City is coordinating with FDOT to finalize the State Funded Grant Agreement for the Legislative Appropriation of Funds.
  5. The Administration Department will provide a presentation on the Infill Lot Drainage. This presentation will outline the steps taken to date to address resident complaint and will highlight the responsibilities of the Task Force created by the City Manager.
  6. The Communications & Marketing Department will provide a presentation on the Annual Citizen’s Survey detailing the proposed custom questions for the national citizen’s survey. The presentation will provide an opportunity for discussion and direction from City Council on the topics for the custom questions.
  7. The Information Technology Department will provide a presentation on the Cellular Tower Strategy Discussion to discuss options for implementing the Wireless Master Plan and seek Council’s direction.
  8. The Community Development Department will provide a presentation on rental properties, also known as AirBNBs, in Palm Coast. An overview of the existing codes will be presented along with state and county regulations.
  9. The City Administration Department will provide a presentation on Legal Services Request for Proposals to discuss the legal service options for the City of Palm Coast.

 

Public Comments will be opened at the beginning and end of the meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes. Comment cards are available for contact information in order for staff to follow up with each speaker.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
