Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The following minutes of the City Council will be presented for approval:

  1. August 15, 2023, Business Meeting and August 29, 2023, Special Budget Workshop Meeting.

Proclamations

The following proclamations will be presented:

  1. City Council will present a proclamation to declare August 2023 as National Black Business Month.
  2. City Council will present a proclamation to declare September 16, 2023, as National Cleanup Day.
  1. City Council will present a proclamation to declare the week Of September 17, 2023, as Constitution Week.
  2. City Council will present a proclamation to declare September 2023 as Prostate Cancer Awareness Month.
  3. City Council will present a proclamation to declare September 2023 as National Preparedness Month.
  4. City Council will present a proclamation to declare September 2023 as National Recovery Month and hear an update from the Flagler Open Arms Recovery Services (Oars).

Ordinances Second Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance for Belle Terre Estates Master Planned Development – Application No. 5302. This item was first heard on August 15, 2023. Council approved the item with requests for commercial parcel readiness, lot size compliance (25-foot width, 2,500 square feet minimum), and workforce housing contribution.
  2. The Community Development Department will present an ordinance approving the 2023 amendment to the Marina Village Master Planned Development – Application No. 5448. This item was first heard on August 15, 2023. City Council approved Marina Village MPD (4-1) with requests for kiln dust data, Tract 3 open space, waterfront mixed use confirmation, and townhouse lot compliance (25-foot width, 2,500 square feet minimum).

Ordinances First Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance approving the voluntary annexation of an approximately 62.1 acre parcel generally located on the east side of Old Kings Road, approximately 2.5 miles south of State Road 100.

Resolutions

The following resolutions will be presented together for consent:

  1. The Utility Department will present a resolution approving an interlocal agreement between Flagler County and the City of Palm Coast for utility infrastructure improvements.
  2. The Utility Department will present a resolution approving an engineering consultant contract with Wright-Pierce, Inc., for the Water Treatment Facility 1 Sustainability Study.
  3. The Utility Department will present a resolution approving an engineering consultant contract with CPH, LLC for the Wastewater Treatment Facility 1 Expansion Study.
  4. The Utility Department will present a resolution approving a contract with GPS Civil Construction, Inc., and a project contingency, for constructing the raw water main extension Water Treatment Facility 3 Wellfield Project.
  5. Chief of Staff Jason DeLorenzo will present a resolution approving the 2024 Legislative Priorities. City Council discussed this during their August 8, 2023, Workshop and requested the following additions: Prioritize the Regional RIB Site for NEFRC, seek construction funding for the YMCA, extend the Citation Boulevard Reclaimed Water Main, and preserve Historic Fire Station 22.
  6. The Utility Department will present a resolution approving master price agreements with Ferguson Waterworks and Fortiline Waterworks to purchase various utility supplies.
  7. The Finance Department will present a resolution approving a work order with Gabriel, Roeder, Smith & Company, for actuarial services not exceeding $25,000.

Presentations

The following presentations will be given:

  1. The Finance Department will present the Final Proposed Fiscal Year 2023-2024 budget.
  2. The Finance Department will present a State Road 100 corridor CRA tentative budget for fiscal year 2023-2024 and amend the State Road 100 corridor CRA budget for fiscal year 2022-2023.

Resolutions

The following resolutions will be presented together for consent:

  1. The Finance Department will present a resolution setting the Tentative Millage Rate for the fiscal year 2023-2024 to 4.2570 mills. During this hearing, the taxing authority will discuss any millage increase and its purpose, allow public input, adopt a tentative millage and budget, and advertise the intent to finalize the millage and budget within 15 days after the tentative budget hearing.
  2. The Finance Department will present a resolution establishing the tentative budget for the fiscal year 2023-2024 and amend the fiscal year 2022-2203 budget. The resolution suggests adopting a tentative budget of $357,748,234 for FY 2023-2024 and amends the FY 2022-2023 budget, reducing it by $64,980,456.

 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
