BUNNELL, FL – On Thursday, March 9, 2023, FCSO Deputy M. Dorsey observed a vehicle driving recklessly on I-95 at a high rate of speed with no lights illuminated. Deputy Dorsey activated his emergency lights and siren in an attempt to stop the vehicle, which then began to flee. The vehicle exited I-95 at SR100 E, ran the red light and continued eastbound on SR100 E.

Deputy Dorsey deactivated his emergency lights and notified other deputies that the BMW was fleeing. The BMW then passed FCSO Deputy Quintieri and FHP Trooper Capela who both attempted to stop the vehicle. The vehicle fled again and continued east reaching speeds of approximately 130mph.

The vehicle continued fleeing eastbound into Flagler Beach until visual on the vehicle was lost. FCSO, FBPD, and FHP checked the area and located the vehicle parked in front of 1414 S. Flagler Ave. A high-risk traffic stop was conducted, and all occupants were taken into custody without incident. All three were found to be from the Miami, FL area.

The driver, Jose Eugenio Garcia Torres, was placed under arrest on three counts of Fleeing and Eluding and Possession of Hashish. One of the two passengers, Geovar Yahir Gonzalez Murgas, was arrested and charged with Possession of Hashish. The second passenger, Monica Wu Yu, was arrested and charged with Possession of Drug Paraphernalia. All are currently being held at the Sheriff Perry Hall Inmate Detention Facility.

“This driver endangered many lives while attempting to evade law enforcement,” said Sheriff Rick Staly. “Especially during Bike Week, we do not tolerate reckless driving. Another out-of-county criminal thought they could come to Flagler County, then run and hide from FCSO and our partners. Instead, they woke up this morning in the Green Roof Inn.”
