FLAGLER COUNTY, Fla. — What began as a distressing discovery at Shell Bluff Park has become a powerful call to action for a community determined not to look away.
Earlier this month, a young black-and-white puppy—now known as Shelly—was found lying in a ditch, unable to stand and barely responsive. A passerby alerted a county employee, who quickly recognized the urgency of the situation. With rain moving through the area, there was growing concern the puppy had been abandoned only hours before.
When SMART – Saving Missing Animals Response Team was contacted, the response was immediate. Director Caroline Johnson was among those who arrived on scene—and ultimately the one who carried Shelly out.
“Yes — I was the one who found Shelly and went into the ditch to get her out. I wrapped her in a blanket and rushed her to the vet, and I won’t sugarcoat it: it was heartbreaking and nerve wrecking. That 35-minute ride felt like forever because I truly didn’t know if she was going to survive. I kept opening her eyes, talking to her and begging her to hold on.”
Shelly was rushed to East Coast Animal Hospital, where veterinary staff quickly realized her condition was far more severe than initially believed. She had multiple wounds across her body, including deep, contaminated injuries and significant swelling. The nature and pattern of the wounds raised concerns consistent with trauma sometimes seen in suspected dog-fighting cases, though authorities continue to investigate.
The first 48 hours proved critical. Shelly underwent intensive treatment, including wound care, infection management, and procedures to remove damaged tissue. Her condition fluctuated as complications from infection set in, creating a difficult and uncertain road to recovery.
“The past few days have been an emotional roller coaster. Watching her make progress and then take a step back with the infections was a huge blow… But the hope is that we’re seeing her resilience, too. She’s showing so much happiness, she’s playing, and she’s giving signs that she wants to live and heal.”
Despite the setbacks, Shelly has begun to show signs of improvement—revealing a personality that had been hidden beneath pain and trauma. Caregivers describe her as affectionate and people-focused, eager for comfort and connection, though still cautious as she heals both physically and emotionally.
For Johnson and the SMART team, Shelly’s story is about more than one rescue—it’s about accountability.
“It brings up a lot of emotion, and a lot of anger, toward the kind of people who could do this to an animal.”
SMART is now offering a donor-funded $6,000 reward for information leading to an arrest in Shelly’s case. Johnson emphasized that while medical care remains a priority, seeking justice is essential to preventing further harm.
“Reward money can feel like it takes away from medical funds, but for us, finding who did this is about more than one case. It’s about accountability and stopping it from happening again. If someone did this to Shelly, there may be other dogs in their possession right now who are suffering and being used for dog fighting. A reward can help bring information forward, and we need to start seeing justice served, real criminal charges so this doesn’t keep happening in our community. And I truly believe our community will rally to make sure Shelly’s medical care is covered if we come up short.”

As Shelly continues to recover, her future remains the focus of those who saved her.
“What I hope for Shelly’s future is simple: that she fully recovers, that she learns she’s safe now, and that she never has to be afraid again — that from here on out, she only knows love and finds her forever home.”
Shelly’s story is one of cruelty—but also resilience, compassion, and the power of a community to demand better. Her fight is not over, and neither is the effort to ensure justice is served.
