President Trump’s Executive Order Expands Access to IVF

EXPANDING ACCESS TO IN VITRO FERTILIZATION

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose and Policy. Today, many hopeful couples dream of starting a family, but as many as one in seven are unable to conceive a child. Despite their hopes and efforts, infertility struggles can make conception difficult, turning what should be a joyful experience into an emotional and financial struggle. My Administration recognizes the importance of family formation, and as a Nation, our public policy must make it easier for loving and longing mothers and fathers to have children.
In vitro fertilization (IVF) offers hope to men and women experiencing fertility challenges. Americans need reliable access to IVF and more affordable treatment options, as the cost per cycle can range from $12,000 to $25,000. Providing support, awareness, and access to affordable fertility treatments can help these families navigate their path to parenthood with hope and confidence.
Therefore, to support American families, it is the policy of my Administration to ensure reliable access to IVF treatment, including by easing unnecessary statutory or regulatory burdens to make IVF treatment drastically more affordable.

Sec. 2. Lowering Costs and Reducing Barriers to IVF. Within 90 days of the date of this order, the Assistant to the President for Domestic Policy shall submit to the President a list of policy recommendations on protecting IVF access and aggressively reducing out-of-pocket and health plan costs for IVF treatment.

Sec. 3. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Palm Coast’s Waterfront Park Wins 2024 ‘Great Places in Florida’ Award

The City of Palm Coast’s Waterfront Park was awarded the 2024 Great Places in Florida People’s Choice Award by the Florida Chapter of the American Planning Association at a City Council meeting yesterday. The park was one of three finalists for the award, which also included Lake Shore Drive in Lake Park, FL and Ringling Trail in the City of Sarasota.

Since the award’s inception in 2013, municipalities have been encouraged to identify and nominate memorable places that work for the good of their community and attract visitors. Nominated locations are expected to represent the gold standard of several criteria, which include embodying cultural and historical interest, community involvement and a vision for tomorrow. Each year also features a theme which highlights planning elements that contribute to the “greatness” of the space. For 2024, the theme was Great Places Exemplifying Safe Mobility for All.

“For years, Waterfront Park has been one of the best examples of outdoor recreation in our city that really has something for everyone,” said City of Palm Coast Parks and Recreation Director James Hirst. “We’re so proud to be recognized by the APA and especially thankful to all of those who voted for Waterfront Park and made this award possible.”

The three finalists were selected by the Florida Chapter of the American Planning Association, and winners were determined by a public voting process on the organization’s website between September 3 and October 7. Highlighted features from the Waterfront Park nomination included the facility’s numerous amenities like the fishing pier, playground, covered patio, kayak/paddleboarding, picnic pavilions, trail system as well as it’s natural beauty and ecological diversity along the intracoastal.

Milling and Resurfacing Scheduled for Florida Park Drive on February 19

Palm Coast, FL— The City of Palm Coast will resurface a section of Florida Park Drive on Wednesday, February 19, 2025, to restore the roadway following the installation of a sewer force main. The work will take place on the southbound travel lane from Forest Hill Drive to Palm Harbor Parkway.

Following the force main installation, an initial patch repair was completed to maintain drivability. However, a full milling and resurfacing was always planned and is now set to take place to ensure a long-term solution.

P&S Paving will complete the resurfacing, requiring a full lane closure in the work zone. A maintenance-of-traffic (M.O.T.) plan will be in place, with flagging operations to safely guide vehicles through the area.

Work is expected to be completed within the same day, weather permitting. Motorists are encouraged to use caution, follow posted signage, and allow extra travel time while crews are on-site.

Vertical Oyster Gardens Assembly Volunteers Needed Feb. 21 in Palm Coast

The Palm Coast community of Grand Haven is organizing a volunteer workday to assemble Vertical Oyster Gardens (VOGs), an initiative aimed at improving local water quality and supporting marine ecosystems. Additional volunteers are needed to ensure the success of this project.

The event will take place on Friday, February 21, 2025, from 9 AM – 12 PM at the VFW, 47 Old Kings Rd., Palm Coast. Volunteers of all ages are encouraged to participate in this hands-on effort to help restore local waterways. Participants will assist in assembling eco-friendly oyster gardens, which will serve as a habitat for oysters and other marine life.

“We are excited about this VOG build and the positive impact it will have on our waterways, but we are still short about a dozen volunteers to make it happen,” said Brian Unger, who, along with his wife Jacki, has volunteered to lead the assembly effort. “This is a great way for the community to come together and take an active role in improving our environment.”

Vertical Oyster Gardens are made from recycled oyster shells, strung together on rope or wire, and hung from docks or seawalls. These structures provide a habitat for juvenile oysters, which act as natural water filters capable of purifying up to 50 gallons of water per day. By creating these habitats, volunteers will contribute to the overall health of local water systems and enhance biodiversity.

The oyster shells used in this project are donated by the Coastal Conservation Association. Once assembled, the VOGs will be distributed to local dock owners who will install them to foster oyster population growth. In Ormond Beach, more than 600 VOGs have already been assembled and installed, demonstrating the impact of community-driven environmental restoration efforts.

Community members interested in participating in the event can come to the VFW on Friday, or find more information at OystersForMyNeighborhood.com. Other waterway neighbors are encouraged to contact organizers to see if their neighborhood would be a good fit for a VOG project.

United States Attorney’s Office Announces Departure Of Roger B. Handberg As U.S. Attorney

Orlando, Florida – The United States Attorney’s Office for the Middle District of Florida announces the departure of Roger B. Handberg as U.S. Attorney.

First Assistant U.S. Attorney Sara C. Sweeney will serve as the Acting U.S. Attorney for the Middle District of Florida.

U.S. Attorney Handberg was a career federal prosecutor. He joined the U.S. Attorney’s Office in 2002, and he served in various senior positions within the office, including as Criminal Chief (North), Chief of the Orlando Division, and Senior Litigation Counsel. During his career with the office, U.S. Attorney Handberg specialized in the investigation and prosecution of public corruption and white-collar crime cases. As part of his practice, he successfully prosecuted more than $500 million in fraud cases.

In December 2021, U.S. Attorney Handberg was appointed as United States Attorney by order of the Attorney General, and he was reappointed by the Chief Judge of the United States District Court in April 2022. President Joseph R. Biden nominated U.S. Attorney Handberg for the position in September 2022, and he was confirmed by the United States Senate in December 2022.

Under his leadership, the U.S. Attorney’s Office increased its number of criminal cases by more than 60% over the past three fiscal years. That includes increases in each of the five offices:

  • Ocala                          124% increase

  • Orlando                        90% increase

  • Jacksonville                  87% increase

  • Fort Myers                   51% increase

  • Tampa                          35% increase

These increases have been in every type of prosecution:

  • Violent crime               77% increase

  • Child exploitation       70% increase

  • Immigration                69% increase

  • White collar                53% increase

  • Drug trafficking       33% increase

U.S. Attorney Handberg prioritized each of these categories of prosecutions.  “During my more than three years as Untied States Attorney, I made it a priority to engage with the community, to hear directly from the people that my office served to learn about their priorities and what is important to them, and to let them know about the great work that is being done by law enforcement,” said U.S. Attorney Handberg. “As part of those efforts, I made more than 100 speeches and presentations to local organizations, bar associations, and chambers of commerce, and at other gatherings and press conferences. From my many conversations with members of the community and law enforcement leaders, I tried to focus the efforts of the U.S. Attorney’s Office on the matters of most pressing concern.”

With respect to violent crime, one of U.S. Attorney Handberg’s first actions was increasing the number of prosecutors in the office focused on violent crime and firearms cases. Over the past three fiscal years, the U.S. Attorney’s Office has federally charged more than 750 defendants with firearms violations, with more than 300 of those defendants being charged in the 2024 fiscal year. That is the largest number of firearms violations ever charged by the U.S. Attorney’s Office in a single year. The following are some of the significant violent crime and firearms cases that were prosecuted during U.S. Attorney Handberg’s tenure:

The U.S. Attorney’s Office has continued to be a leader in the prosecution of child exploitation and sex trafficking offenses. Over the past three fiscal years, the U.S. Attorney’s Office has charged more than 340 child exploitation and sex trafficking cases, including more than 130 cases in fiscal year 2024. That is the highest number of child exploitation prosecutions charged in a single year in the office’s history. Significant cases include:

During that same timeframe, the U.S. Attorney’s Office has prosecuted more than 600 immigration cases. Significant prosecutions include:

The U.S. Attorney’s Office has charged more than 500 white collar cases over the past three fiscal years, with more than $1 billion in restitution being ordered to be paid to victims during that time period. Those cases include:

The U.S. Attorney’s Office has charged more than 1,100 defendants with drug trafficking offenses and seized more than $3 billion in narcotics. Fentanyl trafficking in particular has been a top priority. The number of defendants being federally prosecuted in those cases has more than doubled, and the U.S. Attorney’s Office and its law enforcement partners have seized more than 80 million fatal dosage units of fentanyl. Significant cases include:

U.S. Attorney Handberg increased the size of the office’s National Security Section and added dedicated national security prosecutors to three offices. He also created a Civil Rights Unit in the Civil Division. These efforts resulted in the doubling of the number of national security prosecutions over the past three fiscal years and an increased focus on civil rights enforcement. Significant matters include:

During his tenure, U.S. Attorney Handberg increased the number of attorneys in the Civil Division to be able to handle one of the largest defensive caseloads in the country and to prioritize affirmative civil enforcement cases. In addition to ensuring excellent representation of the United States in defending civil cases, these efforts resulted in the filing of a nationwide lawsuit alleging that Walgreens knowingly filed millions of prescriptions that lacked a legitimate medical purpose and the settlement or entry of judgments of more than $500 million in claims involving government funds that had been lost due to fraud or other misconduct. Significant affirmative civil enforcement cases include:

Recovering funds to return to crime victims has been a top priority of the U.S. Attorney’s Office. The Asset Recovery Section completed the forfeiture of more than $65 million in 2022 and more than $19 million in 2023, most of which will be returned to crime victims. In 2022 and 2023, the U.S. Attorney’s Office returned to crime victims more than $68 million that had been forfeited in those and prior years.

Under U.S. Attorney Handberg’s leadership, the Middle District of Florida has become the top District in the country among non-border districts in charging defendants in federal court according to statistics compiled by the Administrative Office of the United States Courts for fiscal year 2024.

“As someone who was born and raised in this District, I can think of no higher honor than getting the chance, first, to serve as a federal prosecutor in this office and, then, as the United States Attorney,” said U.S. Attorney Handberg.  “During my more than two decades with the office, I have worked with incredible public servants at the U.S. Attorney’s Office. Through our work with the excellent local, state, and federal law enforcement partners who serve this District and our country, we have prosecuted and litigated cases that have served to protect the public, to reduce crime, to do justice for victims and the community, and to hold accountable those who have violated the law. I am grateful for my colleagues at the U.S. Attorney’s Office and for our law enforcement partners for their dedication and commitment and for everything that they do, day in and day out, to keep everyone in the Middle District of Florida and the United States safe. It has been a privilege to have served as a federal prosecutor in my hometown and to have worked side-by-side with my law enforcement partners for the past 22 years.”

Governor Ron DeSantis Appoints Four to the Daytona State College District Board of Trustees

TALLAHASSEE, Fla.—On February 14, Governor Ron DeSantis announced the appointment of Nellie Lupoli and the reappointment of Randall “Randy” Dye, Lloyd Freckleton, and Robert Lloyd to the Daytona State College District Board of Trustees.

Randall “Randy” Dye
Dye is the Owner of Daytona Dodge Crysler Jeep Ram, Maserati & Alfa Romeo. Active in his community, he is a member the NASCAR Foundation. Dye was named the 2020 Philanthropist of the Year by Volusia/Flagler Chapter of the Association of Fundraising Professionals.

Lloyd Freckleton
Freckleton is a former Warden for the New York City Department of Corrections. He previously served in the United States Army Reserve, retiring with the rank of Colonel. Freckleton earned his bachelor’s degree in correction administration from John Jay College.

Robert Lloyd
Lloyd is the Principal of Lloyd Law. Active in his community, he is the Chairman of the Daytona Regional Chamber of Commerce, and is a member of the University of Florida Foundation and the University of Florida College of Law Board of Directors. Lloyd earned his bachelor’s degree in political science and his juris doctor from the University of Florida.

Nellie Lupoli
Lupoli is the Vice President of ICI Homes. She is a member of the Daytona Regional Chamber of Commerce and Team Volusia Economic Development Corporation. She is the recipient of the 2019 Young Leaders Award from the United Way of Volusia-Flagler Counties and the 2017 40 Under 40 Business Leaders from the Daytona News Beach Journal. Lupoli earned her bachelor’s degree in business administration and her master’s degree in accounting from the University of Michigan and her master’s degree in business administration from Harvard University.

Champion’s Breakfast Seals the Deal on Super Speedweeks 2025

DAYTONA BEACH, Fla. – Bundled up against the unusually brisk Florida morning, members of William Byron’s team gathered on Victory Lane for the Champion’s Breakfast and closing ceremony celebrating the historic win at the Daytona 500.

Radiating warmth from their excitement as they savored the moment, pit crew and staff watched and cheered as Hendrick Motorsports team owner Rick Hendrick and NASCAR CEO Jim France congratulated the Chevy No. 24 driver on his back-to-back wins.

Running On Fumes

Acknowledging about a half an hour of sleep, William Byron still looked surprised by the outcome of the race as he talked with reporters Monday morning.

The Sunday night win, a combination of luck and skill, made the 27-year-old one of only five stock car drivers to win the coveted Harley J. Earl trophy two consecutive years in a row.

“It was pretty surreal the way the race played out there at the end. When I was in the race it was honestly, almost didn’t feel real,” said Byron.

“It took me a while to accept it when we got to Victory Lane, kinda realize we’d won the race. Looking back on the replays, honestly things lined up for us. We were in the right place and we made some good decisions down the stretch,” he said.

Commemorating the win with the engraving of his hand and footprints into the wet cement along with his signature, he completed a right of passage for race winners with a grin.

Fan Base

It was not the only signature Byron dolled out Monday morning. Young fan Neil Forsberg and dad Steven Forsberg from Montauk, New York, were treated to a private meet and greet with the 2025 champion, and stayed to watch the ceremony.

“This is great. I’ve been coming here for eleven years camping infield, and this was his first year,” said Steven Forsberg excitedly. “As soon as we got here, we won this (opportunity), we got some autographs, got to meet some drivers and then we won some money on the pool last night. He’s been the good luck charm this year.”

For Steven, enjoying the NASCAR experience with his son at a young age is creating a lifelong love of the sport.

“It’s great, especially the whole infield vibe. There’s a lot of kids there playing basketball hoops and scooters and all the kids running around half the time. He’s hooked. He was upset to pack up this morning, not ready to leave.”

Back On Schedule

Being able to complete the Daytona 500 on schedule this year meant the traditional post-race ceremonies could take place on Victory Lane, allowing William Byron to slow down and enjoy his own NASCAR experience.

“It’s nice to be able to celebrate with the team. Last year I was kind of off to I guess we were going to New York, so it’s a lot of crazy things happening in 24 hours, but this year it was really nice to be here with the team and just take in the whole race track as well,” shared Byron.

“Definitely special. You don’t get many opportunities to stay at the race track overnight like this. We went out on the front stretch and took a photo. That was cool, and then we ended up at Waffle House for a chocolate waffle,” he added with a chuckle.

Even with little sleep, it was clear he was soaking up the entire experience, including being part of an elite group of drivers.

“I think, just honored to be in that group. For us as a team we just worked really hard and we tried to put ourselves in this position. You never know how the races are going to play out. But to put the work in like my team did and be able to win back-to-back races is real special,” he said.

The Hardware

Not to be outdone by the fan appreciation, chocolate waffles, and immortality on the walk of fame, Daytona International Speedway President Frank Kelleher presented Byron with a signature Rolex in addition to the Harley J. Earl trophy, the 2025 championship ring, and the Daytona 500 champion leather jacket, a tradition started by Bill France, Jr.

The Rolex bling drew good-natured teasing from Byron’s boss Rick Hendrick, who now counts himself in his own elite stratosphere as the team owner with the most Daytona 500 wins, coming in with 10.

All Hands On Deck for the Ultimate Fan Experience

The NASCAR team, led by Frank Kelleher at the Daytona International Speedway, were thrilled by the success of the week, and the fan enjoyment of the motorsports events and track activities.

“It has been an amazing week,” said Kelleher.

“Everything from kicking off Tuesday night with the Hauler Showcase, qualifying on Wednesday, the Duel with all of the drama of only four spots available and multiple drivers needing to get in, we saw a great truck race, Saturday was one of our largest crowds for a Saturday on the eve of the Daytona 500 dating back to 2014, and to see William pilot the famed 24 to Victory Lane last night, was something so unique.”

Fan engagement has continued to grow and there was even more excitement around the celebrity line up for this year’s Speedweeks.

“This was our 10th consecutive early sell-out of The Great American Race and so we were busy to begin with. Then to be notified that the President was coming, created it’s own sets of challenges that we needed to solve for. The team worked tirelessly with Secret Service and White House and getting the President here and out on pit road. He had an opportunity to enjoy a brief moment of the race early on, and he got in the air and back home and we were business as usual then. A long day for everyone involved but we truly have the best fans in all of sports. The place was packed, and we were pleased,” he said, crediting the staff.

“They are very passionate people. We’re selling out the Daytona 500 ten years in a row early I think is a testament to their passion and their care of the guest experience. They’re putting themselves in the shoes of our guests and looking to provide them with an experience that they would expect if they were out with family and friends for entertainment.”

Joining in, NASCAR CEO Jim France said he still gets excited about the races.

“One of my favorite parts is being able to be here for this event,” shared France. “It’s very exciting. I’m always thrilled not knowing how it’s going to end, surprising me.”

Welcoming President Trump and his family during the Daytona 500 on Sunday was an added bonus.

“That was special. It’s a very big honor for our sport, our drivers, our teams, and our fans to have the President of the United States come and enjoy one of our events,” he said.

Governor Ron DeSantis Reappoints Jeanette Nuñez as Chair of the Space Florida Board of Directors

TALLAHASSEE, Fla.—Today, Governor Ron DeSantis announced the reappointment of Jeanette Nuñez as Chair of the Space Florida Board of Directors.

Jeanette Nuñez
Nuñez is the Interim President of Florida International University. She previously served as the Lieutenant Governor of Florida since 2018. Nuñez was also a State Representative in the Florida House of Representatives from 2010 to 2018 and was named Speaker Pro Tempore from 2016 to 2018. In her role as Lieutenant Governor, she oversaw the Florida Department of Health, led the Florida Cybersecurity Advisory Council, and served on the Statewide Council on Human Trafficking. Nuñez earned her bachelor’s degree in political science and international relations and her master’s degree in public administration from Florida International University.

This appointment is subject to confirmation by the Florida Senate.

They will cost you customers, good employees, and a lot of money. They will consume a ton of time and energy. Their reverse ROI will be 10 or 20 times the cost of any value they have.

Your job is not to fix everyone. Your job is to lead a team to achieve the best results for those you serve. Be the leader they want to follow, recruit and retain top talent, and preserve and protect your team.
