Crosswalk Enforcement: Operation Best Foot Forward Boosts Pedestrian Safety at Central Florida’s Parks and Trails Starting April 22

Orlando, Fla. — Acknowledging that fewer than half of Central Florida drivers stop for pedestrians near parks and trails, the Best Foot Forward for Pedestrian Safety program will conduct its two-week pedestrian safety enforcement, Operation Best Foot Forward, in conjunction with law enforcement agencies across nine Central Florida counties. From April 22 to May 2, 2025, plainclothes officers will cross streets at marked crosswalks, allowing drivers adequate time to slow down and stop. Those who fail to comply with Florida law will face a minimum $164 citation and three points on their driver’s license. Most crosswalks chosen for enforcement are near parks and trail crossings.

This high-visibility operation will span nine Central Florida counties: Brevard, Flagler, Lake, Marion, Orange, Osceola, Polk, Seminole, and Volusia. The initiative, aligned with FDOT’s Target Zero campaign and local Vision Zero Action Plans, aims to reduce traffic-related serious injuries and fatalities to zero.

According to data collected by the Best Foot Forward for Pedestrian Safety program, only 49% of drivers yield to pedestrians within a half-mile of parks and only 46% of drivers yield to pedestrians at trail crossings. In a recent study by Injury Prevention, the risk of child pedestrian fatalities is more than twice as high near parks compared to schools. This may be related to the built-in environment within school zones that slows down drivers during times when children are most likely to be walking. The operation aims to instill that same sense of cautiousness around parks and trail crossings, especially as the school year comes to an end and more children will likely spend time outdoors at parks and trails.

Operation Best Foot Forward is part of the Best Foot Forward coalition’s larger effort to improve road safety. Studies show that combining enforcement, education, and engineering over a sustained period of time increases driver compliance to pedestrian right-of-way laws, fostering a culture of respect and accountability among drivers.

About the Best Foot Forward for Pedestrian Safety Program

The Best Foot Forward for Pedestrian Safety (BFF) program is administered by the local non-profit Bike/Walk Central Florida (BWCF). BFF was created to minimize the conflict between pedestrians and drivers by focusing on one specific behavior change – getting more drivers to yield for pedestrians at marked crosswalks as Florida law requires. More than a campaign, Best Foot Forward is a behavior change-based program designed to improve road safety through consistent and persistent education, high-visibility crosswalk enforcement, and low-cost engineering countermeasures at marked crosswalks. Best Foot Forward operates in nine Central Florida counties and is the largest pedestrian-focused grassroots coalition in the nation, working with more than 100 local and regional partners. Since launching in 2012, the rate of drivers yielding to people in marked crosswalks has increased from 17% to nearly 50%. To learn more, visit iyield4peds.org.

Leadership Lessons with Dr. Saviak … Leadership Can Solve the Retention Crisis

Retention

There is an unprecedented retention crisis in the American workplace.  Historic levels of American employees across employers within the private, public, and non-profit sectors annually report record dissatisfaction and disengagement with work. 50% feel unappreciated. 80% say they’re not thriving at work.  Turnover is at an all-time and persistent high.

Monetized annually in lost production, efficiency, innovation, performance, and customers and it’s in the trillions.  It’s a real anchor on the American economy.  It’s a competitive disadvantage for employers and our nation in the global economy.

Pay and benefits should be competitive, but they cannot solve the problem.  Talented individuals of integrity won’t stay working at an organization with the wrong leadership, a bad culture, and the absence of true teamwork regardless of the pay and benefits.

Leaders who shrug their shoulders and say, “that’s just the way it is today” are not accepting responsibility.  When you hire a good employee, it’s also your job to retain them.  Retention not turnover should be your company culture.

It is not a guaranteed automatic new normal to have high turnover even in specific industries and positions.  Recruiting and training talented professionals of integrity for your competitors is a losing model.  Retention of good employees improves performance, productivity, teamwork, morale, culture, customer satisfaction, and profits.

Best Practices and Lessons Learned to Optimize Retention:

  • You hired them – you are responsible for giving them every opportunity to succeed.

  • Get to know your team – appeal to their specific interests. You want members of the team seeing organizational and personal interests align.

  • It’s your role to learn their goals and help them chart a course for career success.

  • You need to make everyone on your team feel valued and appreciated.

  • You have to provide opportunities for them to grow with professional and leadership development.  Invest in their success.

  • They need to have the opportunity to voice their ideas, make decisions, admit mistakes, and feel safe and confident in your workplace.  Have a culture where employees feel free and safe to speak and free to fail.

  • Treat them like owners. Let everyone see the big picture. Ensure they are informed and invested.

  • They need to be allowed to have a real impact and take on new challenges

  • The quality of the relationship between supervisors and employees is key!

  • They want you as a coach and a mentor.

  • Hire the motivated and keep them inspired.

  • Keep employees fully informed so they feel trusted and act like owners.  Always be honest with your team as they can handle the truth. Celebrate their successes.

  • Lead with empathy/emotional intelligence.

  • People who are well led are loyal. They will stay on a team with the right leadership and culture.

  • On pay and benefits, stay competitive with the regional talent market for your industry.

  • Identify and maintain motivators. Do your best to lessen demotivators.  Lead everyone the same but differently.  Learn why did they join?  What do they hope to do during their careers?  Learn their motivators and demotivators.  How do you best communicate with and coach each of them?  Know their skills, knowledge, hopes, fears.  Know if something major is going on in their lives.  Utilize all this understanding to bring out the best in them.

  • Respect and trust your team. Never micromanage.  Let them make decisions.  Give them freedom within the guardrails.

  • Study where good longtime employees come from, why they stay, and why they leave (compare recruiting/interview/onboarding/exit interview data).

  • Study your competitors and study the industry.

  • Look for best practices and lessons learned to employ.

  • Be consistent and do not play favorites. If you say it ,then do it.  People want clarity, stability, & predictability.

  • Praise in public and coach in private.

  • Celebrate successes even smaller ones.

  • Good employees highly value a genuine and positive relationship with their supervisor, working together as a true team, and a healthy work culture. It creates and sustains employee commitment, engagement, satisfaction, retention, and success. People with no strong commitment to the leadership, team, or culture have no problem leaving.

As leaders, it’s your duty to make them want to stay.

HOT TOPICS: Flagler Tiger Bay Club Talks Behavioral Economics and Executive Orders During Spring Speaker Series

PALM COAST, Fla. – Tourism insiders are carefully watching Florida’s numbers as the economy continues an ebb and flow around the election, tariffs, and social justice activism that influenced travel plans for some over the past two years.

Sharing his perspective, tourism economist Brian London spoke at the Flagler Tiger Bay Club on April 16 to a sold-out crowd, interested in learning more about the short and long-term impacts on visitation to the Sunshine State.

Students and elected officials attended to learn more. From left Stacy Mitchell, Kathy Reichard-Ellavsky, Jemon Little, Flagler County School Board member Lauren Ramirez, and Flagler Schools Superintendent LaShakia Moore.

Florida By the Numbers

London’s talk came on the heels of the February 12th announcement from Florida Governor Ron DeSantis touting 2024 numbers and a record-breaking 142.9 million visitors.

“The results are clear—Florida is the best place to visit, live, and do business,” said Governor Ron DeSantis in the release. “Another record-breaking year is proof that leadership matters, and the Free State of Florida is a model for the nation.”

The Florida Department of Commerce added Q1 2025 numbers, on April 7.

“The state’s tourism performance also remains strong on the global stage. In the first two months of 2025, Florida saw a 0.5% increase in Canadian air visitation, outperforming the national trend, which showed a 2.3% decline in Canadian travel to the U.S., and a 6.5% increase in overseas visitation, with notable gains from the United Kingdom, Brazil, and Argentina.”

Leslie Giscombe, Flagler Tiger Bay Club President Emeritus, and Dr. Femi Ishola.

Influences on Travel and Tourism

London spent time focusing on controllables for local tourism leaders, based on decades in the tourism industry.

“Interestingly, I’m interested in behavioral economics,” said London. “I’m interested in why people or businesses or agencies make the decision that they do.”

April keynote speaker Brian London with Flagler County Tax Collector Shelly Edmonson, Flagler Tourism Office Executive Director Amy Lukasik and Destination Development Director Debra Morgan.

“What’s exciting about this is there are some things we can control. These are internal things to make life easier for us time, talent, treasure, and tribe,” he said, noting an ever increasingly overscheduled society and how decisions are made about how, when, and where to travel.

“From a behavioral economics standpoint, what’s interesting about these (four) things is although you can control them, it turns out there’s way bigger influencing factors that you cannot control. This is where the future of Florida tourism gets interesting, when you start to mix in these six additional categories – economics, demographics, lifestyle, technology, regulations, and geo-politics.”

Brian London addresses Flagler Tiger Bay Club Young Tigers from Bethune-Cookman and the Flagler School District.

As a business consultant and active member of a number of boards impacting tourism, arts and culture, Flagler Tiger Bay Club President Jay Scherr found value in the discussion with a follow up for the community.

“Really, ideas on what the future of tourism looks like and also how we as a community can look at getting involved and balancing growth and driving tourism itself. So, what can we do as individuals to help out? I think he really gave us some good insights to think about. Me personally, I think about TDC and what we can do, each of us, to engage with TDC to help them out, which ultimately helps all of us out,” said Scherr.

“It’s really about how we can get involved ourselves. That to me was one of the biggest takeaways.”

The topic attracted a variety of industry leaders including business and leadership development, nonprofit, and arts and entertainment. From left, Tom Hellman, Caroline Johnson, Kim Fitzgerald, Cheryl Tristam, Amelia Fulmer, Dr. Joe Saviak and Marijo St. Laurent Dean.

Up Next

The Flagler Tiger Bay Club will host distinguished attorney and Lawdragon 500 Leading Lawyers in America (2025) Jesse Panuccio, the former acting U.S. Associate Attorney General, who will address the topic of executive orders on May 21 at the Hammock Dunes Club.

Retired Seventh Judicial Circuit Court Judge Terence R. Perkins, and Seventh Judicial Circuit Court Judge Christopher France are joined by Young Tiger Byron Struble.

“This is really going to be an exciting and incredibly insightful meeting. I have a gut feeling that this event is going to sell out very quickly,” said Scherr. “The topic is obviously timely – there’s a lot going on right now, we’re seeing hundreds of presidential executive orders.”

“The interesting thing is his approach, that aligns with Tiger Bay, is that it’s not partisan. We have to look at them from a factual perspective and really look at what are the challenges with those and what are the true implications, and how does that affect the courts. I think everyone in this room is going to be interested in what he has to say, and he is the person to be able to speak to these.”

Flagler County Hosts Prestigious Emergency Communications Technician Course at EOC

April 17, 2025 – Flagler County this week was proud to host a nationally recognized training program designed to strengthen emergency communication capabilities across all levels of government. From April 14 through 18, the State/Federal Communications Technician (COM-T) Course was held at the Emergency Operations Center (EOC), thanks to the coordination efforts of the county’s Emergency Management team.

The course—highly regarded in the emergency and disaster response field—equips participants with essential knowledge and best practices to support communications during incidents ranging from natural disasters, like hurricanes, to manmade disasters, such as terrorist attacks. This 40-hour program follows the Department of Homeland Security’s COM-T curriculum and is facilitated by specialized instructors.

Along with Emergency Management staff, Flagler County Fire Rescue was represented by three team members in the course, underscoring the County’s commitment to maintaining cutting-edge readiness for disaster response.

“This is a huge win for Flagler County,” said Emergency Management Director Jonathan Lord. “Bringing this level of training, with instructors and participants from across the state and country, to our own backyard enhances our operational readiness and builds stronger regional partnerships. Communications are the backbone of any emergency response—and having local personnel trained at this level makes a real difference.”

The COM-T course is specifically designed for local, regional, state, and federal emergency responders with communications responsibilities, including those involved in managing deployable communications vehicles and equipment that can restore critical emergency communications after a significant emergency or disaster.

“This training strengthens our ability to serve Flagler County during its greatest times of need,” said Fire Rescue Chief Mike Tucker. “By investing in our team’s knowledge and expanding our technical capabilities, we’re raising the bar on emergency response across the board.”

Flagler County continues to lead the way in public safety preparedness, and hosting this class highlights the County’s leadership in emergency communications and cross-agency coordination.

The Big Five with … Sabrina Plaisance-Sia “The Olivia Show”

1. How did you get into Olivia Newton-John? (Was there a pivotal moment or song that got you hooked?)

For as long as I can remember, I’ve always loved Grease—that was definitely my first introduction to Olivia. I loved singing along to her songs from the movie; “Hopelessly Devoted,” “You’re The One That I Want,” and “Summer Nights” were my favorites (and still are!).

I started my singing career on cruise ships and spent 12 years performing hundreds of songs, but funny enough, Olivia’s music was never part of my shows. It wasn’t until later in my career, on a long car ride with my husband, that we put on a playlist of her songs. Suddenly, it hit me like a ton of bricks—I absolutely love singing her music, and her voice feels so similar to mine. I rediscovered so many of her songs that I hadn’t heard in years or was hearing for the first time. That car ride was the spark for The Olivia Show, and after three years of hard work, creativity, and practice, it became a reality.

2. How exciting is it for you to get to sing some of the most famous hits in pop culture over so many decades?

It’s incredible! Olivia dominated the charts for over two decades with a huge number of hit songs. When we were putting together The Olivia Show, we had so many songs to choose from that it was actually tough to decide which ones would make the cut. We managed to fit over 23 of her top songs into a 90-minute show, which is no small feat. Getting to perform these iconic hits and see the audience light up is truly a thrill every single show.

3. Did you ever get to meet Olivia Newton-John, and if so, what was that like for you? If not, what would you have liked for her to know?

I always dreamed of meeting Olivia and would have loved to attend one of her concerts, but it never worked out—especially with all my years performing and traveling on cruise ships. After creating The Olivia Show, I hoped that one day she might come see it. She was so supportive of other artists that I truly believe she would have tried if she’d had the chance. Sadly, that dream never came true because we lost her too soon to cancer. I had a show that same week, and it was hard performing her music knowing she was no longer with us. Thankfully, the audience was so supportive, and we all celebrated her beautiful music together.

4. What can the audience expect from The Olivia Show?

Expect the unexpected! We hit the stage running with some of the best songs ever recorded. The show features hits from Xanadu, her country years, her ’70s classics, unforgettable duets, and of course, all the favorites from Grease. There are costume changes, singing, dancing, acting, and so much more. My singer, Aaron Scheff, joins me on stage as we sing and dance our way through Olivia’s amazing catalog.

Some of the best compliments we get are, “We didn’t know we knew and loved so many of Olivia’s songs!” and “The Olivia Show has so much energy!” Once you see the show, you’ll know exactly what they mean. There’s no standing still in our show—it’s high energy from start to finish!

5. What advice would you give an aspiring student of the arts who dreams of being on the big stage?

Hustle, and don’t listen to the naysayers! If you can’t imagine doing anything else, then dive in—learn as much as you can about your craft and practice every chance you get. Find a way to get there, even if it’s just a small start. You’ll make mistakes along the way, but those experiences will shape you into a better performer and artist. Keep at it, and you’ll be unstoppable!

The Olivia Show will be on stage at the Fitzgerald Performing Arts Center on April 19, 2025 at 7 PM. Ticket Information Here.
