Palm Coast – The City of Palm Coast has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association for its 2022 Annual Comprehensive Financial Report (ACFR). Judged by an impartial panel, the report adheres to high standards, emphasizing a transparent “spirit of full disclosure” regarding the city’s financial position.

This recognition is the highest in governmental accounting and financial reporting, symbolizing a significant accomplishment by the city and its management. The ACFR, presented to the City Council on March 21, 2023, by auditors James Moore & Co., P.L., can be accessed on the City of Palm Coast website.

The Annual Audit, conducted in accordance with Florida Statute 218.39, includes an examination of internal controls. The Independent Auditors’ Report, available on page 21 of the ACFR, provides insights into the city’s financial reporting and compliance with government auditing standards.

The Annual Audit requires that auditors consider the City’s internal controls over financial reporting, the Independent Auditors’ Report on Internal Control Over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed with Government Auditing Standards can be found on page 181 of the ACFR.

In addition, the City of Palm Coast is proud to share its 2024 annual budget book, accessible at palmcoast.gov/finance/budget-preparation. This document reflects the city’s commitment to financial transparency, encouraging residents to explore fiscal priorities, allocations, and plans for the upcoming year.

“I want to thank the GFOA for selecting our Department for this Certificate of Achievement,” said Helena Alves, City of Palm Coast Director of Financial Services. “The City of Palm Coast is committed to providing our residents with accurate and transparent financial reports, all available on the city’s website.”
