FCSO Detention Services Commander Nolie St. Fleur to Attend FBI National Academy

BUNNELL, Fla. — Detention Services Commander Nolie St. Fleur has been invited to attend the 299th session of the FBI National Academy (FBINA) in Quantico, Virginia, in July 2026. Less than 1% of all law enforcement officers receive an invitation from the FBI to attend this prestigious academy during their careers.

Commander St. Fleur began his FCSO career as a detention deputy in August 2006. In his current role as Detention Watch Commander within the Court and Detention Services Division, he oversees the care, custody and control of inmates at the Sheriff Perry Hall Inmate Detention Facility. Outside of his regular duties, Commander St. Fleur is also a member of FCSO’s Honor Guard team and a Creole interpreter.

 “Commander St. Fleur’s invitation to attend the FBI National Academy is a tremendous honor,” said Sheriff Rick Staly. “This is not only a personal milestone for him but also a first for the Court and Detention Services Division. Until now, no one from the Court and Detention Services Division had ever been invited by the FBI to attend the FBI National Academy.”

The FBI National Academy began in July 1935 to standardize and professionalize law enforcement agencies throughout the United States through centralized training. The International Association of Chiefs of Police, as well as Congress and the Department of Justice, supported the creation of the academy, which was originally named “FBI Police Training School.”

The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of their demonstrated leadership qualities. The 10-week program serves to improve the administration of justice in law enforcement agencies in the United States and abroad and to raise law enforcement standards, knowledge and cooperation worldwide. The training is provided at no local cost with the FBI paying for travel, training, meals and lodging costs.

Upon graduation, Commander St. Fleur will join Sheriff Staly, Chief Deputy Barile and Chief Welker as the only current FCSO employees who have graduated from the FBI National Academy.
