Topics include proclamations for Stalking Awareness Month, and Human Trafficking Awareness Month, Old Kings Village Rezoning, renaming Richenbacker Drive, Town Center at Palm Coast PUD, and more.

Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

Proclamations

The following proclamations will be presented:

  1. City Council will present a proclamation declaring, January 2024, as Stalking Awareness Month.
  2. City Council will present a proclamation declaring, January 2024, as Human Trafficking Awareness Month.
  3. The Stormwater & Engineering Department will present updates to the Technical Manual for Infill Lots. This presentation will offer an overview of current requirements, suggested changes, potential impacts and the measures taken to enhance the Technical Manual Update.

  1. January 2, 2024, Business Meeting and January 9, 2024, Workshop Meeting.

Ordinances Second Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance requesting a comprehensive plan amendment, moving from County designation of Residential Low-Density and Commercial Low-Intensity to City designation of Residential and Mixed Use. The amendment will include a Site-Specific Policy aimed at limiting development on 62.3+/- acres site located 2.5 miles south of State Road 100 on the eastside of Old Kings Rd. This item was presented to the City Council during the December 5, 2023, Business Meeting and the applicant requested for the item to be continued. This item was rescheduled from January 2, 2024, Business Meeting.
  2. The Community Development Department will present an ordinance regarding the Old Kings Village Rezoning Application No. 5506. The applicant proposes to rezone 62.31 +/- acres from Planned Unit Development (PUD) to Single-Family Residential-1 (SFR-1) covering 60.12 +/- acres and General Commercial (COM-2) for 2.19 +/- acres. This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. This item was presented to the City Council during the December 5, 2023, Business Meeting and the applicant requested for the item to be continued. This item was rescheduled from January 2, 2024, Business Meeting.
  3. The Community Development Department will present an ordinance to amend the Future Land Use Map for 6+/- acres of property from Greenbelt to Mixed-use with Limit on Development of 30,000 sq. feet. This is a legislative item. In addition to the FLUM amendment, there is a companion zoning map amendment to change the designations on the parcel to General Commercial (COM-2) and Preservation (PRS). This item was presented to the City Council on December 19, 2023, Business Meeting and no changes were requested.
  4. The Community Development Department will present an ordinance for Belle Terre & US-1 Rezoning Application No. 5500. This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. The applicant proposes to rezone the westerly 6 +/- acres that is also the upland area of the site and fronts along Belle Terre Boulevard and US Highway 1 from EST-1 to COM-2. The easterly 5 +/- acres of the site is primarily wetlands with a drainage canal and the applicant is proposing to rezone those 5 +/- acres to Preservation (PRS) so it can remain protected as a natural area. This item was presented to the City Council on December 19, 2023, Business Meeting and no changes were requested.
  5. The Community Development Department will present an ordinance renaming Richenbacker Drive to Rickenbacker Drive in keeping with current practice. This is a legislative item. Pursuant to Section 335.01, Florida Statutes, all roads which are open and available for use by the public and dedicated for public use are established as public roads. The plat recorded in Map Book 10 Page 43-53 identifies the street as Richenbacker Drive, and the City would like to rename the street Rickenbacker Drive in keeping with current practice. This item was heard on December 19, 2023 with no changes requested. This item was rescheduled from January 2, 2024, Business Meeting.

  1. The Community Development Department will present an ordinance to amend the Town Center at Palm Coast Planned Unit Development (PUD) Development Agreement (DA). This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. This item was rescheduled from January 2, 2024, Business Meeting.

Resolutions

The following resolutions will be presented together for consent:

  1. The Community Development Department will present a resolution proposing an amendment to the Development Order (DO) of the Town Center at Palm Coast Development of Regional Impact (DRI). This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. The PLDRB held a public hearing on the proposed amendments on October 18, 2023. After discussions, the PLDRB unanimously approved the item. This item was rescheduled from January 2, 2024, Business Meeting.
  2. The Community Development Department will present a resolution approving the abandonment of the State Road 100 Property Development of Regional Impact. This is a legislative item. The City of Palm Coast received a request by the owner on October 2, 2023, to abandon the SR 100 Property Development of Regional Impact (DRI) and its associated development order. This item was rescheduled from January 2, 2024, Business Meeting.

Consent

The following resolutions will be presented together for consent:

  1. Resolution approving an easement agreement with TECO Partners, Inc., for Fire Station #25 and the Southern Recreation Center.
  2.  Resolution approving piggyback contracts with various vendors for fleet related purchases.
  3. Resolution approving piggybacking Sourcewell contract RFP #031121-DAC with Beard Equipment Company.
  4.  Resolution approving piggybacking Sourcewell State of Minnesota contract RFP #042821 with Orkin, LLC for pest control services.
  5. Resolution approving piggybacking Sourcewell contract with C-WINN, Inc., (snap-on tools) for fleet tools and supplies as needed.
  6. Resolution approving a Master Services Agreement with Odyssey MFG. Company to provide and install new odor control unit for Old Kings Road pump station.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
