City Council Business Meeting on Tuesday, August 1st at 6 p.m.

Topics include an update on the Franchise Fee Agreement with FPL, Coquina Shores Community Development, proclamations for Water Quality Month as well as Purple Heart Day, and more.

Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

Minutes

The following minutes of the City Council will be presented for approval:

  1. July 18, 2023 Business Meeting and July 25, 2023 Special Budget Workshop.

Proclamations

The following proclamations will be presented:

  1. City Council will present a proclamation to declare the month of August as Water Quality Month.
  2. City Council will present a proclamation to declare August 7, 2023 as Purple Heart Day.

Presentation

An update by the City Attorney will be presented:

  1. The implementation of the Electric Franchise Fee was under review as a new revenue option to maintain the current roadway system for arterial and residential roads. City staff has communicated with FPL on the possibility of implementing this fee and City Attorney Neysa Borkert will provide an update.

Appointments

A request for Board Appointments will be presented:

  1. The City of Palm Coast Volunteer Firefighters’ Pension Fund Board requires City Council to appoint two Board Members. Applications were received from Daniel Hackney, Robert MacDonald, and Donna Stancel. Background checks were conducted and are available for Council’s review prior to the appointment.

Ordinances

The following ordinances will be presented:

  1. A second read ordinance will be presented by the Community Development Department to establish the Coquina Shores Community Development District (CDD) – App. No. 5415. JX Palm Coast Land, LLC petition to establish the CDD in April 2023. City Council heard the first reading of this item on July 18, 2023, and no changes were requested.
  2. An ordinance will be presented by the Community Development Department for the voluntary annexation of a 330.8-acre site south of Flagler County Airport on the north/west side of Seminole Woods Blvd. Property Owner, Byrndog PCP, LLC has petitioned to voluntarily annex the real property into the City of Palm Coast municipal boundaries. Additionally, the subject area is within the Palm Coast Service Area for water and sewer services, and per Ordinance 2003-23 and 2007-03, is required to annex in order to receive utility service from the City. This item was scheduled for the July 18, 2023, business meeting. Due to time constraints, representatives for the project asked for the item to be rescheduled.

Consent

The following resolutions will be presented together for consent:

  1. Resolution to approve a contract for management of the Ralph Carter Park Cell Tower with Diamond Communications.
  2. Resolution to approve piggybacking the St. Johns County Contract with Peggy Malone & Associates, Inc. for Traffic Count Services.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
