Palm Coast – To know previous Palm Coast Council Member Holsey Moorman was to experience the grace, gentleness, integrity, and intelligence he respectably upheld as an honorable government leader.
Council Member Moorman passed away on February 7, 2023, leaving behind a legacy as one of the finest men to represent the City of Palm Coast. He served on the Palm Coast City Council from 2007-2011, representing District #1.
Before moving to Palm Coast, Brigadier General Moorman achieved his prestigious Brigadier One Star rank with the United States Army in April 1995, based on his extensive term of service and his exceptional educational achievements. For eight years prior, he served in the Army at the Pentagon in Washington, D.C., specializing in Human Resources, Special Forces Manpower, Personnel Policy Integration, and Equal Opportunity Programs.
In April 1994, Brigadier General Moorman was appointed by New Jersey Governor Christine Todd Whitman as the Deputy Adjutant General for the New Jersey National Guard. He subsequently served for six years, handling vital National Guard internal operations and personnel matters. He earned an Associate degree at Thomas A. Edison College and a Bachelor of Science degree in Business Administration and Human Resources from Park University in Parkville, Missouri. His resume boasts an enormous list of distinctive awards and honors, as well as several honorable Army designations.
Adding Palm Coast City Council Member to his credentials brought General Moorman tremendous pride. His knowledge and faith in the local military and African American community ensured his passionate participation across many of Palm Coast’s neighborhoods. He was immensely gratified to be a member of both the African American Cultural Society and the Mt. Calvary Baptist Church of Palm Coast. He was also a member of the Advent Health Foundation Board and the NAACP.
Addressing the needs of a growing community was of the utmost importance to Council Member Moorman. He guided his District constituents through the essential expansion of Belle Terre Parkway North as fervently as he championed the City’s natural environment through the challenges of smart growth.
Council Member Holsey Moorman’s wife, Carrie, and son Gary Wayne will forever be proud of their husband and father. And his Palm Coast community will forever be grateful for his commitment as a public servant– once again with grace, gentleness, integrity, and intelligence.
Celebration of Holsey’s Life will be 11 a.m., Thursday, February 16, at Mt. Calvary Baptist Church, 75 Pine Lakes Parkway South, Palm Coast, Reverend Edwin Coffie, Pastor, is the eulogist. Visitation will be one hour prior. Holsey will be laid to rest at 9 a.m., Friday, February 17, at the Jacksonville National Cemetery. In lieu of floral arrangements, the Moorman family generously requests donations be submitted to Mt. Calvary’s Capital Campaign or Scholarship Fund c/o Holsey Moorman.
