Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A business meeting will take place beginning at 9 a.m. on Tuesday, April 19, 2022. Details of the items on the agenda are listed below.
- The Palm Coast City Council will present a proclamation to the volunteers of the City of Palm Coast Boards and Committees as well as the Volunteer Firefighters for Palm Coast. April is both Florida Volunteer Month and National Volunteer Week (from April 17-23). The City of Palm Coast has over 70 volunteers who deserve special recognition for their contributions to the City. These volunteers assist our firefighters and fire police and serve as members of our Code Enforcement Board, Planning and Land Development Review Board, Volunteer Fire Fighter Pension Board, and the Beautification and Environment Advisory Committee.
- The Palm Coast City Council will present a proclamation to the Flagler County Sheriff’s Office Communications Unit for National Public Safety Telecommunicators Week. The dispatchers at the Sheriff’s Office answer all emergency calls for Fire, Police and Medical Services in Palm Coast and Flagler County. National Public Safety Telecommunicators Week occurs annually on the second week of April.
- The Palm Coast City Council will present a proclamation to the Family Life Center and the Flagler County Advocate Alliance and Flagler Sexual Assault Response Team to proclaim April as Sexual Assault Awareness month. These groups are dedicated to strengthening victims and survivors in the aftermath of crime, building resilience in our communities and our victim responders, and working for a better future for all victims and survivors.
- The Palm Coast City Council will present a proclamation to the Family Life Center and the Flagler County Advocate Alliance and Victim’s Service Coalition of the 7th Judicial Circuit to proclaim April 24, 2022 through April 30, 2022 as National Crime Victims’ Rights week.
- The Palm Coast Fire Department will recognize three Volunteer Firefighters with 30 years of service: Michelle LaMonica, Jim Lee and Howard Peiffer. The Fire Department integrates volunteer members alongside full-time career firefighters to help protect our community. The fire department operates a Firefighter Intern, Fire Police and Associate member programs.
- The Communications and Marketing Department along with the City’s BAM team will present an employee recognition video for April 2022 that showcases some incredible City of Palm Coast employees who have gone beyond the scope of their job to assist members of the community or the organization.
- The Stormwater & Engineering Department will present a resolution to approve a work order with England Thims & Miller Inc. to provide engineering services for final water quality monitoring program implementation. Based on the results of this initial pilot project, the City would like to continue data collection at the R-1 station and install a new water quality station in another of the priority watersheds, the Matanzas River watershed. Funds for this project have been budgeted in the FY 2022 Stormwater Engineering account.
- The Community Development Department will present an ordinance to amend the comprehensive plan based on evaluation and appraisal process. The City of Palm Coast adopted its first Comprehensive Plan in 2004. The proposed amendments are initiated based on the Evaluation and Appraisal of the Comprehensive Plan as outlined in Florida Statutes. Every seven years, the City must determine whether the need exists to amend the comprehensive plan to reflect changes in state requirements since the last time the 164 comprehensive plan was updated. The last Evaluation and Appraisal Update to the Comprehensive Plan was in 2015. This item was first discussed at the February 1, 2022 business meeting.
- The City Attorney will present an ordinance to adopt an increase to the Mayor and City Council Member’s compensation. This proposed increase in Council compensation is to ensure that public officials are not required to have undue costs and financial burdens cast upon them as a result of public service. It is recognized that some reasonable level of compensation to public officials will encourage those who might not otherwise be able to participate in local government to participate and expand the potential pool of candidates for City office. This item was first heard at the April 5, 2022 business meeting. At the April 12, 2022 Workshop, City Council held a lengthy discussion on the amount of the proposed increase. The proposed Ordinance was revised leaving a blank in the amount of the increase for Council’s consideration.
The following items will be presented as consent items for approval:
- The Public Works Department will present a resolution approving fleet purchases of 2 JLG T350 Tow-Pro Boom Lifts, 1 Hydraulic Excavator, and 1 Trailer.
- The Public Works Facilities Division is seeking authorization to Piggyback the NJPA/Sourcewell, State of Minnesota Contract #070121 with Johnson Controls Inc., for the purchasing of equipment, parts, installation, and services related to Citywide HVAC and building automation systems.
Other Business:
- The City Clerk will present the applicants for the City of Palm Coast’s Beautification and Environmental Advisory Committee. The term for the five members of the Beautification and Environmental Advisory Committee (BEAC) expire on May 1, 2022. The applicants are:
o Mr. Robert Branin District 1
o Mr. Charles Doak District 4
o Ms. Sabrina Rinaldi District 4
o Mr. Kevin Saint District 1
o Mr. Jeffrey Seib* District 4
- *Mr. Jeffrey Seib has served two consecutive terms. This appointment would require a four-fifths (4/5) vote of Council to reappoint Mr. Seib to a third term.
o Mr. Ronald Silvers District 4
o Ms. Mary Vasilevsky District 4
o Mr. Joseph Wright Jr District 4
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
