Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.
A business meeting will take place beginning at 9 a.m. on Tuesday, February 15, 2022. Details of the items on the agenda are listed below.
- The Palm Coast City Council will present a proclamation for Rare Disease Day at the request of the National Organization of Rare Diseases (NORD). February 28 is Rare Disease Day and recognizes the 7,000 diseases and conditions that affect fewer than 200,000 Americans.
- The Parks & Recreation Department will present an overview of this year’s Mayor’s 30/30 Fitness Challenge. 2022 is the fifth year the City of Palm Coast played host to the Mayor’s Fitness Challenge. This year was unique in that we extended invitations to all of the communities in Flagler County. Parks & Recreation encourages participation by offering a variety of programs and events that activate both mind and body. Everyone who completed the challenge will receive a prize. *If participants cannot attend the meeting, the prize can be picked up at the Palm Coast Community Center.
- Career Source Flagler will give a presentation on their Flagler/Volusia service offerings for job seekers, employers, and employee training.
- The Stormwater & Engineering Department will present an overview of the saltwater canal consultation selection process. The presentation will go over the process as well as the process timeline.
- The Parks & Recreation Department will present a resolution to approve the naming of two public facilities. On September 21, 2021, City Council adopted a resolution, Adopting Guidelines and Procedures for the Official Naming of Public Facilities. The City received two separate requests from Palm Coast organizations to name two City owned public facilities for Council consideration. The first is to name the Pine Lakes Trail as the Shirley Chisolm Trail. The second is to name baseball field 6 at the Indian Trails Sports Complex as the Doug Berryhill field.
- The City Clerk will present a resolution to approve a policy for elected officials regarding public records, and the use of email, texting, social media, and city-issued devices. The proposed policy will provide guidance to Council on the use of the city-issued cell phone and personal device use. The City will supply and maintain all Apps and records associated with the city-issued cell phone.
- The Finance Department will present a resolution to approve a budget amendment for FY 2021-2022 related to the appropriation of funds to the capital projects fund for the Public Works Facility. At the February 8, 2022 workshop, Council was presented with an update on the Public Works Master Plan and additional funding was determined to be available to allocate to the project. In order to proceed, a budget amendment is required to appropriate funds from the General Fund and assign to the Capital Projects Fund for the purpose of funding the design and build of the approved Public Works Facility Capital Project.
- The Utility Department will present a resolution to piggyback the Palm Bay contract with Stantec Consulting Services Inc. for the Utility Rate Study. The City of Palm Coast performs utility rate studies every three to five years. Staff has reviewed Stantec Management Consulting in Florida and found them to be extremely knowledgeable in this field and thus the city staff recommends utilizing Stantec’s services to provide the Utility Rate Study.
- The Citizen Engagement Department will present a resolution to approve an addendum to the residential solid waste collection and disposal services contract with Waste Pro. This addendum will extend the current contract with Waste Pro for an additional 12-month period.
- The Human Resources Department will present the findings from the Request for Quote for an Executive Search Firm for the City Manager Position. At the January 11, 2022 Council Workshop Meeting, Council approved the Request for Quote (RFQ) for an Executive Search Firm for the City Manager position. Staff will provide a brief presentation on the quotes received.
- The City Clerk will present an appointment for one member to the Planning and Land Development Regulation Board (PLDRB) to fill a vacancy in District 3. The PLDRB makes recommendations to the City Council regarding the Comprehensive Plan, Land Development Code, and development applications. Further, the PLDRB acts as final authority on special exceptions. Advertisements were published multiple times in the News Tribune, the Palm Coast Observer, the City’s website and emailed to graduates of the Palm Coast Citizens’ Academy.
- The City Manager will present Emergency and Sole Source purchases for January 2022. In accordance with Sec 2.25 of Chapter 2, Article 1 Division 3 of the Code of Ordinances of the City of Palm Coast (Procurement Policy), the City Manager reports these purchases to City Council.
Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name and may speak for up to 3 minutes.
Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings take place in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
