Palm Coast City Council Business Meeting on Tuesday, May 2 at 6 p.m.

Topics include proclamations for Public Service Recognition Week, National Preservation Month, Arbor Day, National Water Safety Month, National Tennis Month, and Citizens Academy Graduation.

Palm Coast – The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. Increasing public engagement helps build a stronger sense of community, increases valuable discussions, and decreases division.

Proclamations

The following items will be presented as proclamations:

  • City Council will present a proclamation to declare the week of April 30, 2023, as Public Service Recognition Week to honor those who serve our nation as federal, state, county, local, fire/EMS, and tribal government employees.
  • City Council will present a proclamation to declare May 2023 as National Preservation Month to raise awareness of preserving past narratives for residents to treasure for generations.
  • City Council will present a proclamation to declare May 6, 2023, as Arbor Day to urge citizens to support efforts to protect our trees and woodlands and to plant trees, which will promote the well-being of this and future generations.
  • City Council will present a proclamation to declare May 2023 as National Water Safety Month to promote water safety in all aquatics, environments, and activities.
  • City Council will present a proclamation to declare May 2023 as National Tennis Month to urge all citizens of Palm Coast to experience the physical, mental, and social benefits of this fun and challenging sport at the incredible tennis courts throughout our great city.

Presentation
The following presentation will be made:

  • The Communications & Marketing Department will announce the graduates of the 53rd session of the Palm Coast Citizens Academy. This in-person, seven-week Citizens Academy is offered twice each year and is a comprehensive program intended to educate residents on the ins-and-outs of the City government.

 

Appointment

The following item will be presented for appointment:

  • City Council will appoint a city council liaison to the Flagler County Transportation Disadvantaged Local Coordinating Board.

Resolutions

The following resolutions will be presented:

  • The Stormwater and Engineering Department will present a resolution to approve stormwater fee adjustments. City staff and consultant Raftelis Financial Consultants, Inc., recommends a stormwater fee adjustment based on an updated rate study analysis. This adjustment is necessary to support future needs, stormwater system goals, and level service standards.
  • City Administration will present a resolution to approve the City Council Strategic Action Plan. City Council heard this item at their April 25, 2023, Special Budget Workshop. Council provided direction to staff on the priorities. The exhibit to the Resolution has been updated to reflect Council’s direction.
  • The Stormwater and Engineering Department will present a resolution to approve an interlocal agreement with the Radiance Community Development District to design, permit, solicit, and award bids for utility improvements to the Florida Governmental Utility Authority service area.

Consent

The following consent items will be presented together for approval:

  • A resolution approving piggybacking the City of Orlando’s contract with U.S. Submergent Technologies, LLC for structural cleaning services.
  • A resolution approving a price increase for a purchase associated with the U.S. Department of Homeland Security Assistance to Firefighters grant.
  • A resolution approving a contract with P&S Paving Inc., approval of a 14% contingency, and approval of a work order for CEI Services for the milling and resurfacing arterial and residential roads throughout the city.

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
